RFP Update #5:
As outlined in Section 3.4 of the RFP, the Government will conduct site visits at select installations. Offerors advancing to Step Two should be prepared to nominate up to five individuals from their team to attend these visits. The nominated individuals can vary for each installation. Due to restricted access at all installations, the Government will request necessary information for base access at a later date. To assist with planning, the tentative schedule and installations are as follows:
14 Oct: Maxwell AFB / Gunter Annex, Montgomery, AL
16 Oct: Eglin AFB and Hurlburt Field, Fort Walton Beach, FL
21 Oct: Joint Base Charleston, Charleston, SC
28 Oct: Nellis AFB, Las Vegas, NV
30 Oct: Sheppard AFB, Wichita Falls, TX
Offerors may conduct independent site visits in accordance with standard installation access procedures. Should Offerors elect to conduct additional site visits independently, Offerors are requested to refrain from engaging with hotel staff during these visits.

Thank you for your continued interest in the Department of the Air Force Commercial On-Base Lodging program.

The Department of the Air Force (DAF) is privatizing its existing transient lodging at all its installations throughout the United States, its territories, and possessions. Lodging operations on DAF installations are paramount to support the mission and for the continued resiliency of Airmen, Guardians, and their families. The Commercial On-Base Lodging (COBL) Program Management Office within the Air Force Installation & Mission Support Center (AFIMSC) is responsible for accomplishing this goal.
The DAF seeks proposals from interested parties through RFP No. AFCOBL-25-0001 for the COBL “Group A” project consisting of 23 installations. The evaluation of Offerors will occur in two steps. Step One assesses the Offeror against the Government’s Minimum Experience Requirements. An Offeror must pass Step One to proceed to Step Two. This is a Non-FAR requirement.
Step One submissions are due no later than 2:00 P.M. CT on Friday, 5 September 2025 in accordance with the RFP.
