Notice of Intent to Sole Source to JHU APL

THIS IS A NOTICE OF INTENT TO AWARD A SOLE-SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE PROPOSALS

The Space Rapid Capabilities Office (SpRCO) intends to issue a sole source indefinite delivery indefinite quantity (IDIQ) contract to John Hopkins University (JHU), Applied Physics Laboratory (APL), LLC., 11100 John Hopkins Road, Laurel, Maryland 20723-6099 (Cage Code: 88898). The NAICS Code is 541715 – “Research and Development in the Physical, Engineering, and Life Sciences (except Nanotechnology and Biotechnology)”, with a Size Standard of 1,000 employees.

Under the approval of ASD(R&E), the Department of Defense (DoD) has a strategic relationship with DoD-sponsored University Affiliated Research Center (UARC) laboratories that conduct science, technology, and engineering (ST&E) work on their behalf. Each UARC has areas of expertise that are identified as core competencies that it must provide in support of its mission to support the DoD. This IDIQ will be coordinated with the Primary Sponsor (NAVSEA).

JHU is a DoD UARC, for the following core competency: Space Science and Engineering - Design, development, and prototyping of space systems and instruments; conduct of critical space experiments; analysis and evaluation of space systems and space-related data; and research and development of systems that provide precision tracking, location, navigation, remote sensing, communication, characterization of the space environment, situational awareness, accurate discrimination, and targeting of threat objects.

JHU, APL is the only responsible source to provide the above Space Science and Engineering tasks and is the only DoD UARC that can fulfill those tasks herein. UARC's specializes in unique core competencies, and there cannot be more than one UARC that specializes in the same competency. In accordance with FAR 6.302-1 (10 USC 3204(a)(1)), JHU, APL has demonstrated being the only responsible and capable DoD UARC to provide the aforementioned core competency herein.

This notice of intent is published for informational purposes only and is NOT a request for competitive proposals and no solicitation document will be posted for the requirement. Interested sources who submit data are responsible for appropriately marking information if it is proprietary in nature. The Government shall not reimburse interested sources for any information provided. No request for capability briefings will be honored. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. Interested vendors must respond to this notice on or before 1200 MDT, 03 April 2025 to both the Contracting Officer, ian.robinson.13@spaceforce.mil and Contract Specialist, erica.talley.2.ctr@spaceforce.mil.

A Sole Source Justification will be attached to the subsequent Notice of Award in accordance with applicable regulation.
