The Department of Veterans Affairs Veterans Integrated Service Network (VISN) 9 Network Contracting Office (NCO) 9 in the interest of The James H. Quillen VA Medical Centers located at Corner of Lamont & Veterans Way in Mountain Home TN 37684 intends to issue and award a Sole Source Firm-Fixed Price award, Scriptpro software upgrade, to Scriptpro USA Inc for software upgrade of current Scriptpro equipment in the medical center. Scriptpro USA Inc is the only source available to provide software to the Scriptpro equipment already at the hospital.

Market research has determined that Scriptpro USA Inc is the only source authorized to provide the upgrade to their proprietary equipment currently at the medical centers. Responses to this notice must demonstrate clear and convincing evidence that competition would be advantageous to the Government, would not be cost or time prohibitive, and would not hinder the mission objective of Tennessee Valley Healthcare System Medical Centers. The determination not to compete this proposed contract action is solely within the discretion of the Government. Information received will normally be considered for the purposes of determining whether to conduct competitive procurement.

The Government will not be responsible for any costs incurred by responding to this notice. This is not a request for quote or proposals. Telephone requests will not be honored. No award will be made based on quotes or offers received in response to this notice. All responsible sources may identify their interest to meet this requirement to Phon Phasavath by 08:00 am (CST), Monday July 28, 2025. Additionally, any response to this notice must show clear, compelling and convincing evidence that competition will be advantageous to the government by providing the following:

2. Authorization to Perform: Prospective non-OEM contractors MUST provide an authorization letter from Scriptpro identifying they are authorized to provide the required Original Equipment Manufacturer (OEM) parts/equipment.
