The United States Special Operations Command (USSOCOM), Special Operations Forces Acquisition, Technology, & Logistics (SOF AT&L) requests a proposal for Precision Aim Kit prototype in accordance with the attached Statement of Work (SOW), dated 27 August 2025 (Attachment 1), provisions and clauses (Attachment 2) and contract data requirements list (Exhibit A). This acquisition is a total small business set-aside under NAICS 339999 and is being solicited utilizing FAR Part 13 procedures – proposals will be evaluated using FAR SubPart 15.4, Proposal Analysis techniques. The purpose of this RFP is to support the agency’s mission by acquiring an innovative solution that meets specific technical and functional requirements. Offerors are invited to submit their proposals in accordance with the guidelines outlined in this document to detail their approach, capabilities, and pricing for the requested prototype.
All questions concerning this procurement, either technical or contractual, must be submitted in writing electronically to the Contracting Officer. The subject line for all correspondence shall include Precision Aim Kit. No direct discussion between the technical representative and a prospective offeror will be conducted unless it is deemed necessary by the Contracting Officer. Questions shall be sent no later than 5:00PM Eastern Daylight Time (EDT) on Thursday, 04 September 2025 to the following points of contact: douglas.c.bailey.civ@socom.mil and blake.j.martin.civ@socom.mil. The Government will not guarantee that questions received after this date will be answered prior to the proposal’s due date.
Proposals are required to be received by the Contracting Officer no later than 1:00 PM EDT on 17 September 2025 at blake.j.martin.civ@socom.mil and to douglas.c.bailey.civ@socom.mil. Early submissions will be accepted and are encouraged. The offeror’s attention is directed to the fact that contractor consultant/advisors to the Government may review and provide support during proposal evaluations. When appropriate, non-government advisors may have access to offeror’s proposals and may be utilized to objectively review a proposal in a particular functional area and provide comments and recommendations to the Government’s decision makers.
Proposal Format and Delivery Instructions: Format of the proposal volumes shall be as follows:
a. Offerors shall email, or request a DoD Safe Drop Off link, to provide a copy of Price Volume and Technical Volume.
b. Price Volume has no page limitations.
c. Technical Volume is limited to 10 pages.
d. Text shall be no small that what is equivalent to Microsoft Word, Times New Roman, 10 point, uncompressed font.
