Summary

The objective of this Request for Proposal (RFP) is to secure a qualified Energy Assistance Provider (EAP) to administer the Home Energy Assistance Program (HEAP), Summer Crisis Program (SCP), Winter Crisis Program (WCP), and Percentage of Income Payment Plan (PIPP) for Cuyahoga County. The selected provider will be responsible for the comprehensive intake, processing, and eligibility determination of HEAP, WCP, SCP and PIPP applications. Services must be delivered through multiple accessible channels, including in-person appointments, paper applications, online submissions, and remote assistance. The goal is to ensure timely, efficient, and equitable access to energy assistance benefits for income-eligible households, with a focus on customer service, operational integrity, and adherence to all applicable federal and state regulations.
