Overview

Summary

The purpose of this Request for Proposal (RFP) is to invite proposals from qualified firms to assist the City of Pinole with construction-ready designs for grant-funded electric vehicle charging infrastructure at City Hall, Senior Center, Bayfront Park, Meadow Park, Louis Francis Park, and Pinole Swimming Pool. The City adopted its inaugural 2024 Pinole Climate Action and Adaptation Plan (CAAP) with ambitious goals in municipal and community building decarbonization, microgrids, EV charging infrastructure, and climate resilience.

Background

The City of Pinole adopted its inaugural CAAP [1] in August 2024 to achieve carbon neutrality by 2045, aligning with State goals and reducing the City’s contribution to global emissions. Gas-powered passenger vehicles makes up approximately 26% of the Pinole community greenhouse gas emissions with transportation electrification identified as a key mitigation strategy.

One of the central measures in the CAAP’s Transportation section is TR-4, which directs the City to “Increase passenger zero-emission vehicle (ZEV) use and adoption to 33% by 2030 and 100% by 2045”. In addition, CAAP Action TR-4o expands on the strategy to make progress towards this goal.

TR-4o Based on the prioritized list of locations developed through actions TR-4d and TR-4e, install at least 267 new publicly accessible level II chargers by 2030 and 323 by 2045, through public-private partnerships on City-owned properties.

The City was noticed of an award of Federal pass-through grant funds through the Metropolitan Transportation Commission (MTC) 2024 Climate Program Implementation Grants. Because this Project will be funded in whole or in part by the Federal government, the resulting contract and scope of services shall comply with all applicable federal statutes, regulations, and award terms, including but not limited to 2 CFR Part 200 and the Build America, Buy America Act (2 CFR Part 184). A portion of the award has been successfully obligated through Caltrans for preliminary engineering. The City will also be receiving separate funds from the Bay Area Air Quality Management District (BAAQMD) to install EVSE at two additional sites not included in the previously mentioned MTC award: Meadow Park and/or Louis Francis Park. Council consideration to accept BAAQMD funds is scheduled for October 20, 2026 Council meeting.

Federal compliance includes not only performance of the work, but also the provision of complete, accurate, and auditable documentation sufficient to support federal and Caltrans reimbursement. If subvendors will be used for any task in the scope of services, they must be identified and named in the proposal.

The City has been receiving no-cost services provided by Marin Clean Energy and PG&E for preliminary guidance on cost-effective designs. This existing work must be leveraged for cost efficiencies and fiscal responsibility of public funds (see attachments) . Although each site’s preliminary design and planning work is not included in the attachments, please make the assumption that all sites will have this level of existing work completed to inform the cost proposal. The City will enact PG&E’s Rule 29 for any necessary transformer upgrades that will feed the chargers. Chargers will need to be separately metered for reduced EV charging rates.
