Summary
SCOPE: The purpose of this solicitation is to establish a contract for the purchase of Sciex 5500+ Triple Quadrupole Mass Spectrometer (QTRAP) for the Ohio State Highway Patrol (OSHP) Crime Lab.  This QTRAP will replace current Shimadzu 8050 Mass Spectrometer and trade allowance will be considered. The Crime Lab Toxicology Section uses QTRAPs to identify and confirm the presence of drugs of abuse in biological matrices.  Replacing this instrument will improve efficiencies while reducing case back long and turn around time.  This is a turnkey purchase, contractor will be responsible for all associated delivery, installation, training and initial calibration as defined herein.

CONTRACT OPPORTUNITY
See attached draft contract document for specifications, requirements, special instructions, terms and conditions.  Winning bidder shall execute contract (items in red will be changed during award).

EVALUATION : Bids will be evaluated in accordance with ORC 125.07. In addition, the state will multiply the bid prices (see Special Instructions to Bidders for more information on Trade Allowances) by the estimated usage listed in the bid and then adding each of the totals together to arrive at a total for all items.   If a Trade Allowance is offered, it will be evaluated on a Net Bid Price basis. Net Bid Price will be determined by subtracting Trade Allowance from Equipment Cost.  i.e.  If Equipment Cost $100 and Trade Allowance is $30, the Net Bid Price submitted should be $70.

CONTRACT AWARD: The contract will be awarded to the lowest responsive and responsible bidder by
low lot total. The low lot total will be determined by multiplying the unit prices (or Net Bid Prices) by the estimated usage listed in the bid and then adding each of the totals together to arrive at a total for all items. Failure to bid all items may result in the bidder being deemed not responsive.
