GENERAL SPECIFICATIONS
It is the intent of these specifications to furnish Lowndes County with the following
requisitioned equipment/service, according to the attached. It is clearly understood that
the following are minimum specifications and are made in order to show the exact
specifications of the equipment/service proposed.
The bidder agrees that Lowndes County reserves the right to waive technicalities and to
reject any or all bids.
Depending upon the purchase price, the Purchasing Agent or Lowndes County Board of
Commissioners will make the final decision of purchase.
All sealed bids must have the Bid Number and Name of Vendor submitting the bid located
on the front of the envelope. Sealed bids are due and opened on the date and time listed
on the front cover page.
NO BID WILL BE CONSIDERED IF RECEIVED AFTER THE DATE AND TIME SPECIFIED!
Any price(s) bid by dealer/vendor on any items offered to Lowndes County shall be the
price effective at the date of delivery.
No delivery date of “ASAP” (As Soon As Possible) shall be considered acceptable on items
that have a maximum delivery date listed in the specifications.
Addendum(s) issued in a bid must be acknowledged and submitted with the original bid
package.
All Shipping is to be FOB Valdosta, GA 31601 and included in the total price unless
otherwise stated in the bid document.

INSTRUCTIONS TO BIDDERS
1. Bids must be made upon the form of the proposal if attached hereto. If there is
not a form attached, please submit the proposal/bid on your company letterhead
in a design/layout that will best suit the price and information that the County has
requested. The following information should be listed legibly on the outside of
the sealed envelope: 1. Name of vendor submitting the bid. 2. Bid number and
Title located on the cover page of the Bid Package. Bids may be mailed or hand
delivered ONLY to the Purchasing Department of Lowndes County, located on the
3rd floor of the Administrative Complex, 327 North Ashley St., Valdosta, GA 31601.
In the event you choose to mail your proposal, it should be mailed to Amy Woods,
327 N Ashley Street, 3rd Floor, Valdosta, GA 31601. Emailed or faxed bids will not
be accepted.
2. No bidder will be allowed to withdraw his bid for any reason whatsoever after the
bids have been opened unless otherwise stated in the specifications.
3. The following specifications represent the minimum general size, weight, capacity
and performance characteristics desired in the equipment to be purchased. These
requirements are not intended to prevent obtaining fair prices or to eliminate
competition, but to insure, if possible, that all bids submitted would not be subject
to correction or alteration after the bid has been filed, opened, and publicly read.
In view of an unusual wide disparity in details of design and manufacture,
complete descriptive literature and manufacturer’s specifications must be
submitted on each type of equipment offered. Lowndes County reserves the right
to evaluate any or all bids, particularly where there is a range in specifications.
4. Federal or State taxes, except certain fuel, are not applicable to Georgia
Municipalities under the United States Code Title 26 and Georgia Exemption
Certificate Number 3-465-686-300-1.
5. The names of a certain brand, make, or definite specifications are to demote
quality standard of the article desired. The County does not restrict bidders to be
specific brand, make or manufacturer named; it is to set forth and convey to
prospective bidders the general style, type, character and quality of the article
desired.
6. The award of the contract will be awarded to the lowest responsible bidder taking
into consideration quality performance , the time specified in the specifications
for the performance of the contract, provision of needed and unneeded features,
usefulness to the using department, whether bidder meets guidelines set forth in
the specifications, and prior County experience.

SPECIFICATIONS
It is the intent of these specifications for One Vendor to supply Lowndes County with 87
Octane Unleaded up to 10% Ethanol and Ultra-Low Sulfur Diesel. Lowndes County will
accept up to 5% in our Diesel. Lowndes County currently has 52 transport loads a year
per product in various quantities. Weekly loads – No exceptions. Lowndes County’s desire
is to maintain maximum fuel capacity for emergency vehicles. The average weekly orders
for the past 12 months for Unleaded were 7000/week and 2500/week for Diesel. We fax
an order to the vendor usually on Tuesday with the quantity we NEED and we expect that
to be delivered. NO SHORTAGES ON DELIVERIES! Lowndes County has two (2)
underground gasoline tanks, one holding 10,000 gallons of fuel and the other holding
15,000 gallons of fuel. Lowndes County also has two (2) underground diesel tanks, one
holding 10,000 gallons of fuel and the other holding 15,000 gallons of fuel. We currently
use petrovend (veeder root) tank monitors and we are not looking to replace this system
anytime soon.
1. PRICING:
Vendors are to quote a fixed rate of overhead. This will then be added to the low rack
price published in the *OPIS Daily Report for the Albany, GA terminals. Lowndes County
has a subscription of the OPIS report delivered by email. We will verify the Opis Daily
Benchmark Report @ 10am EST.
a. Margins that are bid may be positive or negative and need to be marked as such.
b. Products will be billed as net gallons that are on the bill of lading.
c. Taxes are not to be included in the bid price. The County will pay all the taxes
listed on each invoice sent to the County for payment that is to include the Gust
(.005), Gasoline State Tax (.075) and the Motor Fuel tax (.038) on all products
applicable.
d. SPILL and LUST fees shall be shown as a separate line item on invoice.
e. All bid responses will be F.O.B. Destination to the Valdosta address listed under
the Delivery Section.
f. There will be NO firm fixed price considered. The County will only pay for the price
listed on OPIS for that specific day of delivery plus fixed overhead rate stated in
this bid. Lowndes County places ALL orders for fuel.
2. DELIVERY:
As stated above – Lowndes County will fax in orders usually on Tuesday and all orders
must be delivered no later than Friday of the same week. Lowndes County Typically orders
a split delivery and we need the amounts that we order of each product.
A copy of the bill of lading and company delivery ticket will be left with a County Employee
when each delivery is made unless prior arrangements have been made. No additional
charge can be included for demurrage (in excess of one hour unloading). No Tank Wagon
Deliveries.

Driver must notify County personnel that they are present and gauge all tanks that are
going to receive fuel before and after delivery and record on company delivery sheet.
If the supplier chooses to hire a carrier, please supply the Lowndes County Public Works
Department the carrier’s contact information. In order to maintain safe fuel levels,
vendors will not exceed 90% ullage when is fuel is delivered.

2. Payment
Lowndes County pays invoices by check on a NET 30 BASIS. NO EXCEPTIONS. We expect
vendor invoices via FAX ONLY within 3 Business Days of Delivery. No other terms are
acceptable to include Net 10 or Net 15. We do not currently receive a discount for prompt
payment as invoices are paid now net 30. ACH is an option – If the winning vendor would
like this option, please notify Lowndes County upon award.

3. CLEAN-UP COSTS
Vendor is liable for any spills and clean-up costs associated with deliveries made to the
facilities. Drivers are to be trained to clean up hazardous material spills and supplied with
the items needed (absorbent pads, etc.). Vendor is responsible for disposing of any clean
up materials.
4. INSURANCE
Vendor is to have insurance on all motor vehicles in their fleet in accordance with all
Federal, State and Local laws. Minimum coverage shall be $1,000,000.00 on each incident
before entering County property. Vendor must also be a licensed carrier for hazardous
materials, registered in good standing with the Department of Transportation.

2026. I will not respond with an answer to any questions until February 6, 2026, at the
earliest.
6. Records Disclosure
Lowndes County discloses records through an Open Records Request. To obtain a form,
visit the Open Records Request bullet at www.lowndescounty.com. Once the form is
completed and submitted, you will be contacted by the Clerk’s Office regarding the charge
for the records requested, if any. Such records can consist of previous contracts, prior
invoices/bills of lading and previous bid tabulations. Do not request records from the
