Project Description: Notice is provided by the Township Secretary that sealed proposals will be received by the Township of Lower Merion for the following:
County Line Road Improvements

General Construction
Sealed proposals shall be submitted online via the Pennbid Program (https://pennbid.bonfirehub.com).
Proposals will be received until 11 am, prevailing time, Thursday, November 13, 2025 at which time they will be publicly opened and read aloud.
Each Proposal shall be accompanied by a Bid Guaranty as specified in the Instructions to Bidders section of the Bid Document.
A Performance Bond and Labor and Materials Bond in the amount of 100% are required. Also, a Maintenance Bond in the amount of 25% is required.
Bidders may obtain electronic copies of drawings and specifications of this project, at no cost, on the PennBid website noted above.
All interested Bidders may, at their convenience, view the exterior of the project areas along County Line Road between Lancaster Avenue to Mondella Avenue in Bryn Mawr, PA 19010.
Scope of Work
The project consists of pedestrian signal upgrades at the intersection of County Line Road (SR 3057) and Lancaster Avenue (SR 0030), and ADA improvements along County Line Road between South Warner Avenue to Mondella Avenue. The work includes, but is not limited to, selective demolition; temporary traffic and pedestrian control measures; trenching and excavation; installation of conduit and cable, pedestrian signal heads and signage; concrete sidewalk and ADA ramp construction; crosswalk markings; and site restoration. Award is planned for December 17, 2025 with Construction Notice to Proceed planned for January 2026 pending contract execution.
Detailed specifications developed by Pennoni Associates, Inc. Questions regarding the project scope shall be submitted via the “Messages” feature in PennBid. The last day for receipt of written questions is end of business day of Friday, October 31, 2025.
