Project Description: Sealed bids will be received by the Borough of Carnegie, Allegheny County, Commonwealth of Pennsylvania, for the following:
East Main Street Bridge Repairs
Contract No. 2026-01
BID OPENING – Sealed bids shall be submitted online via the PennBid Program until 10:00 AM local time Friday, May 8, 2026, at which time all bids will become publicly available.
Equipment and Services to be provided shall be according to the specifications which are on file at the office of KLH ENGINEERS, INC., 5173 Campbells Run Road, Pittsburgh, Pennsylvania, 15205, and at the Borough of Carnegie office.
All plans and specifications are available online at no cost at www.PennBid.net.
A mandatory pre-bid meeting will be held at the project site on Monday, April 27, 2026, at 9:00 AM. Attendance at this meeting is mandatory.
No Bid may be withdrawn for a period of sixty (60) days after the time of the opening of the bids.
Contractor shall submit an E-Verify Program Verification in compliance with the Public Works Employment Verification Act 127 of 2012.
BIDDER'S SURETY A certified check payable to the Borough of Carnegie or a bid bond on the bid form executed by the Bidder and a surety company approved by the OWNER, in an amount equal to ten percent (10%) of the total amount of bid, must be submitted with each bid or bids will be considered nonresponsive and immediately rejected.
Compliance is required with the Pennsylvania Prevailing Wage Act of 1961, P.L. 987, No. 442; Title VI and other applicable provisions of the Civil Rights Act of 1964; the Department of Labor Equal Opportunity Clause (41 CFR 60 -1.4); Executive Order 11625 (Utilization of Minority Business Enterprise); Executive Order 12138 (Utilization of Female Business Enterprise); in compliance with Section 504 of Rehabilitation Act of 1973 and Americans with Disabilities Act of 1990; the Allegheny County MBE/WBE Program enacted July, 1981, which sets forth goals of 13 percent Minority and 2 percent Female Business Enterprise; and the Allegheny County Ordinance #6867-12, setting forth goals of 5 percent Veteran Owned Small Businesses.
SUCCESSFUL BIDDING BIDDER awarded this contract shall provide a performance surety in the amount of one hundred percent (100%) of the Contract amount.
