Project Description: Bid Forms and electronic copy of Bid Security for the Ostrum Street Storm Sewer Reconstruction Project will be received online via the PennBid Program until 1:00 p.m. prevailing time on Friday, May 8, 2026. Proposals will be publicly opened on PennBid at 3:00 p.m. the same day.
Final questions are due no later than 11:00 a.m. on Monday, May 4, 2026. There is no pre-bid conference.
The Project consists of removal of existing macadam paving and the concrete top slab from approximately 200 feet of a 3-foot-wide concrete box culvert, installing approximately 195 linear feet of 18” HDPE storm pipe and stone backfill within the remaining culvert walls and floor, constructing 2 new junction structures, capping the new pipe backfill with a reinforced concrete slab, replacing roadway macadam paving, and restoring any other disturbed items.

Each proposal shall be accompanied by a Bid Bond in the required form, certified check, bank cashier’s check, or other security acceptable to the Owner in the amount of 10% of the total Bid. Bids will be effective for 60 calendar days from the Bid opening date except as permitted by law, and may not be withdrawn during this period.
The Contractor shall comply with the provisions of the Act of August 15, 1961 (P.L. 9 87), as amended, known as the “Pennsylvania Prevailing Wage Act” and the Regulations issued pursuant thereto by the Department of Labor and Industry. The Contractor shall include these requirements in all subcontracts for the project. Specific requirements for bidding are described in the Bidding Documents.
The project is subject to the provisions of the Public Works Employment Verification Act, and Non-Discrimination and Equal Employment Opportunity regulations.
The Fountain Hill Stormwater Authority reserves the right at its option to waive any informalities, irregularities, defects, errors or omissions in any or all of Bids, and to accept or reject any or all parts of the Bids which in its judgment is in the best interest of the Authority.
