Project Description: REQUEST FOR PROPOSAL
TRANSPORTATION MASTER PLAN, CAPITAL FACILITIES PLAN, IMPACT FEE FACILITIES PLAN, AND IMPACT FEE ANALYSIS UPDATE

Springville City (City) is now accepting Proposals for the development of a comprehensive update of the “Springville City Transportation Master Plan, Capital Facilities Plan, Impact Fee Facilities Plan, and Impact Fee Analysis.” Additionally, the successful Consultant shall be retained as the City’s on-call Transportation Consultant providing General Engineering Services relating to transportation related issues and projects for the City for a period of 5 years. Interested consultants/firms shall submit a proposal, meeting the requirements contained herein, by 4:00 pm, Wednesday, July 30, 2025. All submittals should be submitted at the Springville City Office located at 110 South Main Street, Springville, Utah 84663.
BACKGROUND:
Springville City is a community of around 37,000 residents. Currently Springville has approximately 150 centerline miles of roadways within its city limits. The City is projected to grow to a population of approx. 60,000 by 2060.
In 2020, Springville adopted its current Transportation Master Plan (TMP) prepared and adopted impact fees associated with that master plan. In 2024 the City commissioned an update to the Impact Fee Facilities Plan (IFFP) and Impact Fee Analysis (IFA) to make inflationary adjustments to the project costs and ultimately to the impact fee itself. Since the Transportation Master Plan was developed, the City has made strides to improve problem areas and construct new roadways as growth dictates by utilizing impact fees and following the developed plans.
Since the adoption of the current TMP Springville City has working on or has adopted several other regulating and governing plans that will have an impact on all utilities and transportation networks in the City. The consultant selected for the TMP update will address the changes to the transportation network and work to incorporate them into the master plan. The recently adopted plans are:
• Springville Active Transportation Master Plan
• Reframing Downtown Plan – Springville’s Downtown Main Street Corridor Plan
• Dry Creek Community Plan (areas adjacent to and south of the 1600 South corridor)
• Springville Station Area Plan (work in progress)
• Springville General Plan (scheduled to be completed by end of 2025)
• Lakeside Community Plan
This solicitation outlines the expected scope of work and anticipated budget for the project. Interested consultants/firms should carefully review the scope of work to ensure that they are able to meet the expectations outlined within the allotted budget. Also please include any value items that could be added within the allotted budget. Springville City does not anticipate being able to complete any contract modifications or additions to the scope of work throughout the project. If the proposer feels that any items included in the scope of work lacking or are not able to be completed within the budget, please note that in the proposal.
