Description
This is a Pre-Solicitation Notice with the intent of synopsizing a proposed contract action prior to issuance of the solicitation.

The Department of the Interior, Bureau of Reclamation, Lower Colorado Region, Davis Dam has a requirement for installation and commissioning of four new active drop-arm beam barricades at Davis Dam, Nevada/Arizona. All work shall be completed within 200 calendar days after contract award. The work is located at 1 Davis Dam Road, Bullhead City, AZ 86429.

The tasks required by Reclamation include installing and commissioning four new active drop-arm beam barricades. There will be demolition and replacing of the existing inground traffic barricades and installing new traffic barricades, and the restoration of roadway and sidewalk surfaces once the new barrier systems are accepted by Reclamation. The contractor shall provide operation and maintenance training to Reclamation personnel. The barriers are to be installed in various locations around Davis Dam. Two barrier locations will be in Arizona while the other two will be in Nevada.

There is also an option to renovate Davis Dam's Administration Building, converting a building window to an exterior door.

This solicitation is set-aside for Total Small Business concerns. The North American Industry Classification System (NAICS) code for this acquisition is 237310, Highway, Street, and Bridge Construction, which has a small business size standard of $45 Million.

This acquisition will be pursued in accordance with FAR Part 14, Sealed Bidding. The Government intends to award one firm-fixed-price (FFP) contract as a result of this solicitation, with a required period of performance totaling 200 calendar days after the successful Contractor receives notice to proceed. The estimated price range of the construction project is between $1,000,000 and $5,000,000. Offerors are required to have a current registration on the System for Award Management (SAM) to be eligible for contract award. Offerors must register on SAM at https://www.sam.gov/.

A pre-proposal site visit will be scheduled for all interested parties. Site visit information (e.g. date, time, location) will be provided with the solicitation.

It is anticipated that the solicitation, in the form of an Invitation for Bids (IFB), will be issued on or about July 30, 2025. No documents will be available until the solicitation is issued. The solicitation will only be issued electronically via www.SAM.gov. All parties are responsible for checking the SAM website to ensure that they have the most current information. All dates in this announcement are estimates and are subject to change. The solicitation, once issued, will contain instructions for submitting questions. No questions regarding this acquisition will be accepted or addressed/answered prior to the formal solicitation issuance.
