Description of Scope:
The St Charles County Justice Center is undergoing a renovation to improve and update the
housing units. As part of this renovation, we are looking to replace the existing metal bed
platforms, bunks, desk units, shelves and ancillary furniture with anti-ligature furnishings. A
critical element of this replacement is to implement furnishings that utilize molded plastic
material. This material minimizes the risk of harm and provides the ability to repair any
scratches, gouges or intentional damage by inmates to ensure its longevity. The product
must meet or exceed the specifications included in this bid to be considered for award.
Installation will be handled separately and is not needed for this response. The awarded
company will be required to provide installation instructions and any necessary and
proprietary screws or bolts as needed for installation.
The renovation is planned for a year and a half with each housing unit being renovated at a
time during this timeline. As such, the product will need to be manufactured and shipped to
meet the estimated timeline provided. This timeline provided is not final and the awarded
vendor must be capable of adjusting to the approved timeline, considering standard
manufacturing lead-times or unanticipated delays.
Due to the secure nature of the facility, all proposals will be based upon a typical cell
configuration, cell count for each housing unit, and identified ancillary furniture listed in this
proposal. No floor plans will be provided in this public bid. Once awarded, the floor plans can
be shared if needed, following an execution of an NDA, to ensure the final order will match
the actual housing unit layout. Final quotes will be adjusted, if needed, to reflect the actual
quantities to purchase for Phase 3 before the final award.
General Conditions:
The Bidder must specifically claim and include any exclusions or deviations from the bid
specifications with the proposal submitted.
The Bidder must provide pricing quote pricing that will be firm through the duration of this
project. No price increases will be allowed.
The Bidder shall deliver product during a predetermined delivery schedule and must occur
Monday through Friday between the hours of 7:30 am and 4:00 pm. Any changes to the
specified delivery schedule are subject to approval by the County at least 5 days before
the change occurs.
All deliveries will be received at the building location, 301 N Second Street or the dock site
at 300 N Third Street, St Charles.
If prices submitted by bidder are itemized, the County may elect any or all itemized
services at the pricing submitted without impact to separate itemized services or prices.
Signature of bidder indicates that bidder understands and will comply with all terms and
conditions and all other specifications made a part of this Invitation for formal Bid and any
subsequent award or contract. All terms, conditions and representations made in this
invitation will become an integral part of the contract.
