Project Description: The Redevelopment Authority for the City of Uniontown (Authority), an "Equal Opportunity Employer”, is soliciting statements of qualifications from qualified professional environmental testing firms to provide the Authority Housing Programs with one-stop-shop environmental consultant to oversee lead paint risk assessments, lead paint clearance testing, radon testing and asbestos surveys, single-family, owner-occupied properties
This service will be funded in part by federal grant funds through the HOME Investment Partnership, Community Development Block Grant (CDBG) and PHARE (Pennsylvania Housing Affordability and Rehabilitation Enhancement) and other programs administered by the Redevelopment Authority and the Pennsylvania Department of Community and Economic Development.
The program requires Lead Based Paint Inspection/Risk Assessment including final clearance testing, Asbestos inspection & testing, Radon testing, and work write-ups for all three services on an as needed basis depending on the qualifying house. Each house may require a portion or all of the services. Services will be funded using federal grant funds through the HOME, CDBG, and PHARE programs that are administered by the Redevelopment Authority.
The Authority is seeking a consultant who can demonstrate the ability to deliver results promptly and efficiently, as timeline completion of these state and federal funding programs is top priority. A mandatory virtual Prebid meeting will be held April 17 at 10am. Email director@uniontownredevelopment.com to register for this meeting.

Bids must be submitted electronically via PennBid no later than 1:00 P.M. prevailing time on Friday, April 30th, 2025. Hand delivered or emailed proposals will not be accepted. Questions regarding this project shall be submitted electronically via the “Ask a Question” feature in PennBid. Responses to questions which require addenda or changes to the Bidding Documents will be posted on PennBid. Bidders who have registered with and downloaded documents for this project from PennBid will be notified when a change or addenda has been posted. A special meeting will be held at that same time following the receipt of proposals where proposals will be opened and reviewed. A consultant will be selected by the Board Redevelopment Board following the review and scoring of proposals.
