The Yancey County Schools (YCS) is soliciting qualifications for Design-Build (“DB”) firms for
repairs and renovations at the Stadium for Mountain Heritage High School.
YCS’s primary purpose in using the DB process is to utilize alternative design and construction
services to deliver quality construction in an economical and efficient manner. YCS believes the
DB method will provide a greater return on its investment while also delivering a high quality,
turn-key project that will enhance the opportunities of the students utilizing the stadium.
Design-Builder services will be procured through a qualification-based selection process in
accordance with G.S. §§ 143-128.1, 143-64.31, and G.S. 115C-277. The Board encourages
proposals by historically underutilized businesses (HUBs) in addition to minority- and woman-
owned businesses, pursuant to its policies and as defined in North Carolina law.
YCS shall review the responses and make a short-list of the top three firms and may choose to
interview the representatives of those three firms. A DB firm shall be selected based on the best
value criteria identified in the RFQ. If YCS cannot adequately negotiate a price with the selected
DB firm, YCS may choose another DB firm. YCS reserves the right to reject any or all of the
submitted responses.
To be considered, DB firms must submit Qualifications by hand delivery or Post Office delivery to
be received by the Response Date to:

1. Project Site Locations
Mountain Heritage High School, 333 Mountain Heritage HS Road, Burnsville, N.C. 28714
2. Scope of Work
YCS is seeking a qualified and experienced firm to provide design-build services that include:
design, permitting and construction services for the following construction activities in 8 distinct
areas:
#1 - Stadium Bleacher Replacement
o Engineered reinforced concrete foundations, support columns and
concrete piers.
o Code-compliant aluminum seating system to include the current stadium
seating layout with additional extended wings over the bank areas of
either side of the home section.
o ADA-compliant aisles and accessible routes.
o Guardrails, handrails, and safety barriers meeting current building codes.
o Stairways and aisle systems designed for safe spectator movement.
o Complete structural engineering and installation.
o Provide and install two (2) ADA compliant accessible seating platforms
near the upper grandstand to include wheelchair seating locations;
companion seating; accessible routes; and guardrails and protective
barriers.
#2 - Retaining Wall and Stadium Access
o Remove and replace the existing retaining wall located at the base of the
home-side bleachers.
o The new retaining wall shall:
Be structurally engineered.
Tie securely into the existing embankment.
Include proper drainage systems.
Meet all geotechnical and structural requirements.
o Construct new access from the bleachers to the track utilizing ADA-
compliant ramps and/or concrete stairways with handrails as required.

#3 - Athletic Field Lighting
o Provide and install a complete LED sports lighting system utilizing:
Musco Lighting Show-Light Entertainment Pole Accent RGB
Fixtures with TLC Upgrade
o The project shall include:
Structural evaluation of all existing light poles.
Certification by a licensed engineer identifying poles suitable for
reuse.
Replacement of any poles deemed structurally deficient.
Installation of all fixtures, wiring, controls, aiming, testing, and
commissioning.
#4 - Restroom Renovations and Expansion
o Existing Men’s and Women's Restroom
Renovate the existing women's restroom adjacent to the
concession stand and convert the space into secure concession
storage.
o New Men's Restroom
Construct a new men’s restroom adjacent to the concession
stand, including:
Three (3) toilets and urinals.
One (1) oversized ADA-compliant stall with grab bars.
Three (3) sinks with commercial faucets.
Commercial partitions.
New lighting.
New ceilings.
New paint.
New flooring.
ADA-compliant accessories.
HVAC improvements as required.
o New Women's Restroom
Construct a new women's restroom adjacent to the concession
stand.
The new restroom shall include:
Three (3) toilets.
One (1) oversized ADA-compliant stall with grab bars.
Three (3) sinks with commercial faucets.
Commercial restroom partitions.
New plumbing system.
New lighting.
New ceiling.

Ceramic or commercial-grade flooring.
Interior finishes and paint.
ADA-compliant doors and hardware.
Flooring
Replace flooring in all existing and newly constructed
restroom facilities with durable commercial-grade flooring
suitable for athletic facilities.
#5 - Landscaping and Site Improvements
o The contractor shall:
Remove all tree stumps, debris, and damaged vegetation from the
stadium area.
Remove selected trees and shrubs located near the first turn of
the track as identified in the construction documents.
Grade and stabilize disturbed areas.
o Provide new landscaping on the hillside between the bleachers and field
house, including:
New turf grass.
Decorative shrubbery.
Installation of shrubbery designed in the shape of the Mountain
Heritage Cougar paw as a permanent landscape feature.
Decorative rock or mulch as required.
#6 - Parking, Pavement, Sidewalks, and Drainage
o Construct new pavement connecting the new ADA parking area with the
existing parking lot.
o The project shall also include:
Extension of the access roadway to the press box and concession
stand.
New curbs and gutters.
Concrete sidewalks connecting all facilities.
ADA-accessible sidewalks and curb ramps.
Storm drainage improvements.
New catch basins and drainage structures.
Repaving of the field house access drive.
Installation of roadway lighting.
Construction of a concrete sidewalk with safety railing from the
parking area to the press box and ticket booth.
#7 – Scoreboard
o Provide and install a new electronic athletic scoreboard and game clock.

o The installation shall include:
Foundations.
Electrical service.
Data connections.
Protective bollards where required.
Testing and commissioning.
#8 - Press Box Renovation
o Completely renovate the existing press box.
o The project shall include:
o Exterior Improvements
New architectural shingle roof.
New siding and trim.
Replacement of all soffit and fascia.
New double-hung insulated windows.
New exterior doors.
New exterior lighting.
Decorative awning above field-facing windows to reduce glare
and protect from weather.
o Interior Improvements
Commercial waterproof luxury vinyl plank flooring.
Interior painting.
New HVAC system serving both upper and lower levels.
Electrical upgrades.
Data and communication upgrades.
o Sound System
Install a new public address (PA) and sound system utilizing Gattis
Pro Audio equipment while incorporating usable existing
equipment where practical.
The new system shall:
Improve sound quality.
Relocate or add speakers closer to the field.
Reduce excessive sound levels experienced near the press
box.
Include updated amplifiers, controls, and wiring.
o Press Box Expansion
Provide an additional elevated platform or second-level
observation area adjacent to or above the existing press box to
accommodate coaches, game operations, and video recording.
o Championship Recognition
Install a permanent display structure or architectural feature on
or adjacent to the press box for championship banners and
athletic recognition.
