Description:

UC Davis Health in Sacramento, California requests Statements of Qualifications on or before 2 p.m. Friday, August 1, 2025, from qualified firms interested in providing Medical Equipment Planning services for the following project:

PROJECT NO. 9556510
CALIFORNIA TOWER

The University is seeking one qualified Medical Equipment Planning Consultant firm to support the Replacement Hospital Tower (California Tower) project. The California Tower is a key piece of UC Davis Health¿s strategy to achieve seismic safety compliance, additional service capacity, and operational improvements.  The new 14-story tower is envisioned to comprise a minimum of 332 inpatient beds including ICU and medical/surgical, Acuity Adaptable (ICU capable rooms), complex procedure rooms, and imaging and support services.  The building is approximately 909,000 BGSF of new space and has a target construction cost of $950M.  The project site is located on the east end of the existing UC Davis Medical Center, adjacent to the Pavilion that houses primarily surgery, ICUs, the burn unit, and the emergency department.

The estimated budget for medical equipment is $300 million.

The construction project has its own team of project managers, architectural designers, contractors, and user groups. The design-builder, McCarthy Building Companies, has engaged One EQ for medical equipment planning. This RFQ is for the Owner¿s representative scope, working under the supervision of the FP&D Medical Equipment Planning group.

The selected firm will be expected to work closely with these groups under the overall direction of the Medical Equipment Project Manager. The University is seeking for a single firm to focus on the California Tower project. Qualified firms should have the ability to perform site visits to all UC Davis Health sites when necessary and have personnel within proximity, or within reasonable travel distance, to the Sacramento area.

The selected medical equipment planning consultant will provide direction on design, equipment selection, vendor coordination, activation, and process improvements for end user meetings. This will involve reviewing drawings and documentation, as well as participating in both in-person and web-based meetings. The consultant will provide appropriate suggestions for any necessary adjustments to enhance the effectiveness of the planning process, effectively supporting the UC Davis Health Medical Equipment Project Manager for this project in all support areas.

The RFQ package with additional information and attachments can be downloaded directly from our website at https://health.ucdavis.edu/facilities/work-with-us/consultants/rfq starting Monday, July 14, 2025.

Statements of qualifications shall be specifically tailored to this RFQ, responding directly to the screening criteria (See RFQ document and Consultant Qualification form available on the above link). After Qualification Statements are received, a Screening Committee will review, conduct reference checks and recommend a short list of firms for interviews. A Selection Committee will conduct the discussions prior to selecting the successful firm.

Statements of qualifications must be submitted electronically no later than 2 p.m. Friday, August 1, 2025, to the link to be provided by UC Davis Health. No hard copies will be accepted. Firms interested in responding to this RFQ must notify the University by Thursday, July 31, 2025, to be provided a link to upload their Qualifications package. Questions and requests for the link to upload statements may be addressed via email only to Leila Couceiro, FD&C Contracts Manager, at lccouceiro@ucdavis.edu.

Statements of Qualifications will not be accepted after the date and time stipulated above.

Every effort will be made to ensure that all persons have equal access to contracts and other business opportunities with the University within the limits imposed by law or University policy. Each firm may be required to show evidence of its equal employment opportunity policy. The successful firm and their subconsultants will be required to follow the nondiscrimination requirements set forth in the Agreement documents and to pay prevailing wages at the location of the work. The work described in the Agreement is a public work subject to section 1771 of the California Labor Code.

Consultant/Design Professional shall pay all persons providing services and/or any labor on site, including any University location, no less than UC Fair Wage and shall comply with all applicable federal, state and local working condition requirements.
