Effingham Eiche & Kreke Water Main Replacement
General Notice
The City of Effingham (Owner) is requesting Bids for the construction of the following Project:
Effingham Eiche & Kreke Water Main Replacement
Bids for the construction of the Project will be received by the office of the City Clerk located at 201 E.
Jefferson, Effingham, IL 62401, until Tuesday, August 11, 2026 at 11:00 AM local time. At that time the
Bids received will be publicly opened and read in the Council Chambers.
The Project includes the following Work:
The work generally consists of furnishing and installation of water system piping, fittings, valves, and
appurtenances for potable water. Installation will consist of 6"-10" PVC RJ Yelomine HDD and 6"-10"
PVC SDR-21 Water Main along design route. Contractor is responsible for installation of the proposed
main as shown on the plans, installing valves, hydrants, casing, fittings, connections, services, service
relocations, lead/galvanize service removal, and disconnections. This work also includes surface
restoration with various pavements and curbing as detailed in the plans and specifications titled "City
of Effingham Eiche & Kreke Water Main Replacement 2026." The proposed water main is being
installed to replace an existing older and smaller water main.
Additional considerations shall be as detailed and described in the plans and specifications titled "City
of Effingham Eiche & Kreke Water Main Replacement 2026" prepared by Farnsworth Group, Inc.
Provided the Contractor furnishes proof of proper insurance and bonding in a timely manner, it is
anticipated that a Notice of Award of contract will be issued within 30-to-60 days of the date bids are
opened and that a Notice to Proceed will be issued within 10 days of the date of the Notice of Award.
This Project shall reach Substantial Completion by February 28, 2027, and Final Completion by March
30, 2027. Completion dates and requirements are further outlined in the Agreement, document C-520.

Bidding Documents may be downloaded from the designated website. The designated website will be
updated periodically with addenda and other information relevant to submitting a Bid for the Project. All
official notifications, addenda, and other Bidding Documents will be offered only through the designated
website. Neither Owner nor Engineer will be responsible for Bidding Documents, including addenda, if
any, obtained from sources other than the designated website.

Prospective Bidders may examine the Bidding Documents at the Issuing Office Monday through Friday
between the hours of 8:00 AM and 5:00 PM.
Each proposal shall contain the name of every person or firm interested in the same and shall be
accompanied by bid bond, certified check, bank draft, or cashier's check payable to the order of the
Treasurer, City of Effingham, in an amount not less than 5% of the proposal.
The City of Effingham reserves the right to reject any or all bids, waive or not waive any informality in the
bids, and to accept any bid which it deems most favorable to the City.
It is agreed that this bid may not be withdrawn for a period of 45 days from opening thereof or it will be
subject to forfeit the 5% Bid Bond provided with the bid.
It is anticipated that a Notice of Award of a contract will be issued within 30-to-60 days of the date bids
are received and that a Notice to Proceed will be issued within 10 days of the date of the Notice of Award
if contractor provides proper insurance and bonding in a timely manner.
Work on this project is subject to the Prevailing Wage Act (820 ILCS 130). Prevailing Wages, as
determined by the Illinois Department of Labor and the current Prevailing wage ordinance approved by
the City Council, shall be paid. The contractor shall be responsible for submitting all certified payrolls for
the awarded project and for any subcontractor work to the IDOL website pursuant to Public Act 100-
1177. Work on this project is subject to the Illinois Substance Abuse Prevention on Public Works Project
Act (820 ILCS 265) as enacted by P.A. 95-0635.
Pre-bid Conference
There will not be a pre-bid conference for this Project.
