Description: Fayetteville Technical Community College is seeking a qualified General Contractor service for a roof replacement project at the Nursing Education & Simulation Center (NESC). The NESC building was constructed in 2000 and is comprised of a one-story low slope roof area including parapet walls and a second story roof area, for a total of 30,469 square feet. The roof system is original to the building and consists of 1.5-inch type B metal roof deck, 2.5-inch polyisocyanurate insulation mechanically fastened, 0.5-inch perlite coverboard adhered and an asphalt built-up roof with a gravel surface. The college completed a roof assessment that determined the roof membrane has no remaining service life and therefore is a good candidate for a recover with an 80mil PVC membrane since the vast majority of the insulation is dry.

Sealed proposals will be received until 2:00 p.m. on January 8th, 2026, in Room 114 of the Thomas
McLean Administration Building, Fayetteville Technical Community College, 2301 Hull Road,
Fayetteville, NC 28303, Attn: Rodney Rogers, Director of Construction, for
Nursing Education and Simulation Center Roof Replacement 30,469 square feet.
Immediately following, the bids will be publicly opened and read aloud in the Thomas McLean
Administration Building, 2301 Hull Rd., Fayetteville, NC 28303, Room 170.
A Pre-Bid meeting will be held on December 18th, 2025 at 10 am in Lecture Room 116 of the
Advanced Technology Center Building (ATC), Fayetteville Technical Community College, 2300
Hull Road, Fayetteville, NC 28303. The pre-bid meeting is mandatory for Prime Bidders. The
meeting will address project specific questions, issues, bidding procedures, bid forms and
include a building tour.
Electronic copies of complete plans and specifications for this project can be obtained from
Fleming & Associates, PA, 1004 Hay Street, Fayetteville, NC 28305 during normal office hours.

Single prime proposals will be received from contractors licensed per G.S.87. A bid bond or other
bid security is required. Payment and performance bonds will be required of the general
contractor who is awarded this project. Minority Business Enterprise (MBE) guidelines must be
followed.
Fayetteville Technical Community College encourages participation by HUB firms and supports
efforts to ensure and promote opportunities for MBE.
Fayetteville Technical Community College reserves the unqualified right to reject any and all
proposals.
