Solicitation Summary

The Department is issuing this Request for Quotation for the following services under a small procurement contract: durable medical equipment pickup and delivery, setup/installation of durable medical equipment, and durable medical equipment training and instruction. Such services are to include (1) pickup of the approved equipment from the MDMER site at 11701 Crain Highway, Cheltenham, MD 20623, (2) safe transportation to the client’s residence (which residence may be part of a living facility), (3) setup/installation of home hospital beds and other durable medical equipment designated by MDMER, and (4) training and instruction to client regarding the equipment. The equipment being delivered includes, but is not limited to power wheelchairs, power scooters, hospital beds, mechanical lifts, sit-to-stand devices and lift chairs. Over the term of the contract, the Department anticipates an estimated need for 20-40 service occurrences per month, but Bidder(s)s should be advised that this is only a rough approximation.

For the avoidance of doubt, in addition to any payment the Department provides the successful Bidder(s), the client is also expected pay a separate charge to the successful Bidder(s).  The Department will subsidize 50% of each service occurrence and the remaining 50% of the service occurrence is to be paid by the client directly to the Bidder(s). The Department will subsidize payments as described until the full amount of this procurement is expended.

Additionally for the avoidance of doubt, the successful Bidder(s)must be prepared to enter into a Small Procurement Contract, which contract includes non-liability and indemnification provisions. Bidder(s) are encouraged to review their insurance coverage prior to submitting a Quotation.

Questions shall be submitted by Friday, November 15, 2024, at 2 PM local time.
Bids are due by Friday, November 22, 2024, at 2 PM local time .
An award will be made based on the most advantageous offer to the State of Maryland considering price after meeting the evaluation criteria found in the solicitation document. Vendors must first meet all the mandatory requirements. An award will be made based on the lowest responsive bid.
