Ash Park Improvements Phase I & II - 23-01745-001

Project Description: Bids will be received online by the City of Coatesville via PennBid until 1:00 PM prevailing time on Monday May 12, 2025. Plans and contract documents are available electronically on PennBid (https://pennbid.bonfirehub.com). Bids will be opened and a summary of bids received will be issued via a Public Notice on PennBid after bid opening.
A Pre-Bid Meeting will be held on Tuesday Aprill 22 2025, at 1:00 pm. at 1 City Hall Place, Coatesville Pa, 19320. Inquiries shall be submitted using the “Clarifications” feature in PennBid.
The project consists of demolition of structures, renovation of existing basketball courts, court color coating, court lighting, new restroom building, pavilion, horseshow courts, construction of pedestrian walkways, ADA parking space and stormwater management measures; coordination and installation of a splash pad; ADA access, landscaping, project sign and other related site improvements at Ash Park, and all other associated work as indicated on the plans.
Each bid must be accompanied by a certified check drawn to the order of the City of Coatesville; or a Bid Bond in favor of the City of Coatesville, in the amount of 10% of the total bid price. Said check or bond shall be subject to the conditions provided in the Instructions to Bidders.
The work in connection with this project constitutes Public Works by a Public Body under Davis-Bacon Act, as amended and the regulations issued pursuant thereto by the Department of Labor and Industry. Bidders are advised prevailing minimum Davis-Bacon wage determinations, must be paid to workers employed on this project. This contract is also subject to the American Iron and Steel provisions of P.L. 113-76, Consolidated Appropriations Act, 2014, Federal Occupational Safety & Health Act of 1970 (OSHA) conditions; the Pennsylvania Act 287 of 1974, as amended by Act 172, of 1986, as amended by Act 187 of 1996; the Pennsylvania Human Relations Act 222 conditions; the Architectural Barriers Act of 1968 and Section 504 of the Rehabilitation Act of 1973; PA Act 235 of 1965, as amended, Universal Accessibility Act; and Americans with Disabilities Act (ADA) of 1990; and the non-discrimination in Employment/Contract Compliance Regulations Conditions.
The City of Coatesville reserves the right to accept or reject any or all bids, to re‐advertise and award the contract in the regular manner or to waive any informality in the bid received and to accept any bid deemed to be most favorable in the interest of the City.
