Market Survey / Sources Sought Notice Solid Waste Management/ Refuse & Recycling – Aberdeen Proving Ground (APG)
The United States Army Contracting Command – Aberdeen Proving Ground (ACC‑APG), Installation & Technology Division, Facilities Branch, is conducting a Sources Sought/Market Survey to identify potential sources capable of providing Solid Waste Management Services for the U.S. Army Garrison Aberdeen Proving Ground, MD.
Services include Scheduled Solid Waste Collection and Diversion/Disposal, including maintenance of all specified collection stations and equipment, Special Event Support and As Ordered / Requested Tasks. Excluded services include collection of hazardous waste, medical/biohazard waste, liquid waste, chemicals, or any waste other than non‑hazardous solid waste, recyclables, and waste for fuel. Services are outlined and in accordance with the attached Performance Work Statement (PWS).
The Contractor shall provide waste management services in support of multiple government locations. Services will encompass collection, disposal, recycling, and related support activities across the following sites:
The Contractor shall ensure consistent, reliable, and compliant waste management operations at each location, meeting all applicable federal, state, and local regulations.
These services are in support of the Directorate of Public Works (DPW).
This Market Survey is for informational and planning purposes only. It is intended to identify qualified vendors capable of providing all labor, tools, materials, equipment, transportation, technical expertise, and incidental services necessary to provide solid waste collection, diversion and disposal, including maintenance of collection stations and equipment at designated sites in accordance with the attached Draft Performance Work Statement (PWS).

Participation in this Market Survey is strictly voluntary. This notice does not constitute a Request for Proposal (RFP) or Invitation for Bid (IFB), nor does it commit the Government to any acquisition strategy or future contract award. The Government will not award a contract based solely on responses to this notice and will not pay for information submitted.

Capabilities Document Requirement
Vendors shall provide a Capabilities Document that clearly demonstrates their ability to manage and execute solid waste collection and disposal services across multiple site locations at Aberdeen Proving Ground (APG). The document should address delivery capacity, logistics, staffing, equipment, and any other factors that support successful performance of this requirement. This information will be used solely for market research purposes and does not constitute a solicitation.
