CCTV Maintenance and Support
This document establishes the requirements for a Consultant to act as the City's CCTV Security Camera Maintenance and Support subject matter expert. The Consultant is responsible for the complete lifecycle of all security camera equipment across the Civic Center, Sports Park, Skate Park, and public parks.
Compensation for Maintenance activities and City-initiated service requests will be hourly based, charged at the agreed-upon rates for the vendor's personnel levels. Projects (e.g., mass camera replacement) are considered outside the base scope and are billed separately.
Key Requirements & Support Model
Expertise: The vendor must possess demonstrated knowledge and expertise in the Milestone VMS software platform. They must also support the current Axis Communications cameras and other major camera brands for future transitions.
Maintenance: Day-to-day activities, quarterly systems-wide checks, and bi-annual lens cleaning are included. The vendor must obtain explicit approval from City staff prior to performing any repairs.
Incident Response: Maximum response time for service requests is the next business day. The system must be configured to immediately alert the vendor if any camera goes offline or if an NVR hard drive fails.
Disaster Recovery: The vendor is responsible for quarterly backups of the system configuration and ensuring two years of footage retention.

Project Description
The City is seeking CCTV Security Camera Maintenance and Support Services.
The services are expected to be completed within three years from contract award. The City anticipates awarding a contract with an initial term of July 1, 2026 to June 30, 2029 . The City will have the option, at its sole discretion, to extend the agreement for up to two (2) additional one year terms. If the parties are unable to reach an agreement, the City, at its sole discretion, will not move forward with the renewal option and shall re-procure the work.
