SPECIFICATIONS FOR HOT MIX
ASPHALT AND COLD MIX ASPHALT
HOT MIX AND COLD MIX: The City is taking bids for an indefinite amount of hot mix asphalt material to be
hauled from the asphalt plant, and for cold mix asphalt material to be hauled from designated facility. Typically, the
City would expect to use up to 1,500 ton of hot mix asphalt, and up to 100 ton of cold mix asphalt per year. The
asphalt materials purchased by the City are to be accumulated for the year 2027, and the contract will terminate
December 31, 2027.
The preferred hot mix shall comply with South Dakota Department of Transportation specifications for Class E
Material, Type 1 Aggregate Material, the asphalt cement shall be PG 58-28. Asphalt percentage shall be 6.5 to 7
percent. The City will also consider and accept other South Dakota Department of Transportation approved asphalt
mix designs, provided they are suitable for the intended application and meet all applicable SDDOT specifications.
The City will coordinate quantities and material hauling, with the successful bidder.
The cold mix asphalt material shall comply with South Dakota Department of Transportation specifications for
Class E, Type 1 Aggregate Material; the asphalt used shall be MC-800, unless otherwise specified. Asphalt
percentage shall be 6.5 to 7 percent. The City will also consider and accept other South Dakota Department of
Transportation approved asphalt mix designs, provided they are suitable for the intended application and meet all
applicable SDDOT specifications. The City will haul the material from the successful bidder's stockpile as required.
Hot Mix Asphalt shall be available for pickup or delivery between the hours of 7:00 a.m. and 5:00 p.m., Monday
through Friday, unless otherwise directed by the Street Superintendent. The successful bidder shall maintain the
capability to produce, load, and provide material for pickup or delivery during these designated hours. Deliveries
shall be made in quantities of not less than ten (10) tons and shall be completed within twenty-four (24) hours of the
City's order.
Bid prices for Asphalt picked up by the City shall reflect a discount from the supplier's current daily posted price
for the mix being produced on the date of purchase.
Payment requests must be submitted by the 18th of the month for payment to be made on the 10th of the following
month. Payments will be made at no other time.
All applicable taxes shall be included in each unit bid price.

SPECIFICATIONS FOR
PETROLEUM PRODUCTS
ITEM #1
Bids will be received for furnishing 50,000 gallons, more or less, of unleaded gasoline, with a minimum octane
content of 87. Said gasoline shall be obtained from supplier's pumps or delivered. The delivered price shall be for
unleaded gasoline delivered, as required, to the municipal airport, Street Division shop, Park and Rec maintenance
shop, and occasionally to equipment on various projects within the City. The bidder must bid both the pump price
and 250 gallons or more delivered price. ITEM #1b is the same ITEM #1a except that ITEM #1b fuel will be 10%
ethanol blend unleaded gasoline (90 gallons gasoline and 10 gallons ethanol).
ITEM #2
Bids will be received for furnishing 30,000 gallons, more or less, of 10% ethanol blend unleaded gasoline (90
gallons gasoline and 10 gallons ethanol), with a minimum octane content of 89. Said gasoline shall be obtained
from supplier's pumps or delivered. The delivered price shall be for unleaded gasoline delivered, as required, to the
municipal airport, Street Division shop, Park and Rec maintenance shop, and occasionally to equipment on various
projects within the City. The bidder must bid both the pump price and 250 gallons or more delivered price.

Bids will be received for furnishing E15 ethanol blend unleaded gasoline when available at the supplier's pumps.
The E15 gasoline shall meet the requirements of the industry standard specifications for gasoline (ASTM D5798-
19b).

Bids will be received for furnishing E30 ethanol blend unleaded gasoline when available at the supplier's pumps.
The E30 gasoline shall meet the requirements of the industry standard specifications for gasoline (ASTM D5798-

Bids will be received for furnishing E85 ethanol blend unleaded gasoline when available at the supplier's pumps.

Bids will be received for furnishing 1,000 gallons, more or less, of premium unleaded gasoline, with a minimum
octane content of 91. Said gasoline shall be obtained from supplier's pumps.
ITEM #7
Bids will be received for furnishing 20,000 gallons, more or less, of ASTM No. 1-D diesel fuel meeting the
requirements of the Industry Standard Specifications for diesel fuel (ASTM D-975). The maximum % wt. of sulfur
shall be .05. Said diesel fuel shall be obtained from supplier's pumps or delivered. The delivered price shall be for
No. 1-D diesel fuel delivered, as required, to the municipal airport, street division and sanitary landfill and
occasionally to equipment on various projects within the City. The bidder must bid pump price and 250 gallons or

requirements of the Industry Standard Specifications for diesel fuel (ASTM D-975). The maximum % wt. of sulfur
shall be .05. Said diesel fuel shall be obtained from supplier's pumps or delivered. The delivered price shall be for
No. 2-D diesel fuel delivered, as required, to the municipal airport, street division and sanitary landfill and

occasionally to equipment on various projects within the City. The bidder must bid pump price and 250 gallons or

ITEM #9
Bids will be received for furnishing ASTM 1-D and No. 2-D diesel fuel blend when available at the supplier's
pumps during cold weather conditions. The blend shall be 50/50 (50% No. 2-D diesel fuel and 50% No. 1-D diesel
fuel. The blended fuels shall meet the requirements of the industry standard specifications for diesel fuel (ASTM D-
975). The maximum % wt. of sulfur shall be .05. The bid price shall be the price per gallon for No. 1-D and No. 2-
D diesel fuel blend.
ITEM #10
Bids will be received for furnishing commercial propane gas available for pickup and/or delivery to City facilities as
requested. Propane shall meet the requirements of ASTM D1835, Standard Specification for Liquefied Petroleum
(LP) Gases, for HD-5 Propane. The propane shall be suitable for use in stationary heating equipment, vehicles, and
other propane-fueled equipment owned or operated by the City. The bid price shall be the price per gallon for bulk
propane delivered to City-owned tanks and/or the price per gallon for bulk propane picked up by the City. Bids shall
also include pricing for propane supplied in cylinders (bottled propane). Cylinder pricing shall be provided by
cylinder size and shall include exchange and/or refill pricing, as applicable. Cylinders shall comply with all
applicable U.S. Department of Transportation (DOT) requirements and be furnished in a safe operating condition.
ITEM #11
Bids will be received for furnishing Diesel Exhaust Fluid (DEF) available for pickup by the City and/or delivery to
City facilities as requested. DEF shall meet the requirements of ISO 22241 standards for Diesel Exhaust Fluid and
be certified by the American Petroleum Institute (API) DEF Certification Program, ensuring compatibility with
Selective Catalytic Reduction (SCR) systems used in diesel-powered vehicles and equipment. The DEF supplied
shall consist of 32.5 percent high-purity automotive-grade urea and 67.5 percent deionized water and shall be free of
contaminants that may damage SCR systems or related components. The bid price shall be the price per gallon for
bulk DEF supplied to the City. Bidders shall also provide pricing for packaged DEF, including but not limited to
2.5-gallon containers, 55-gallon drums, 275-gallon totes, and 330-gallon totes, as applicable.

GENERAL SPECIFICATIONS
The fuel to be obtained from the supplier's pump shall be available 24 hours a day.
Deliveries will be made in quantities of 250 gallons or more within 24 hours after the order is placed.
Payment requests must be submitted by the 18th of the month for payment to be made on the 10th of the following
month. Payments will be made at no other time.
All bid items shall be awarded to one bidder.
Bid prices shall be a price reduction from the stated pump price applied to all supplied fuel.
The bidder shall submit his bid on any or all items in a sealed envelope marked "Petroleum Products Bid".
The bidder must have facilities, which provide 24-hour service as to enable City vehicles to acquire fuel on a 24-
hour basis. Facilities must be located within the City limits of Watertown.
Applicable state and federal taxes are to be applied to the reduced price.
Bids are for fuels to be received in 2027, and the contract will terminate December 31, 2027.
Printed tickets will be provided with each purchase indicating the following information:
1. Department card number
2. Location of facility
3. Date and time of purchase
4. Number of gallons
5. Type of fuel
Monthly statements shall be submitted to the City Finance Office along with the following information:
1. Vehicle number
2. Department
3. Date and time of purchase
4. Average price per gallon to City
5. Number of gallons purchased
6. Type of fuel
7. State tax per purchase (some vehicles taxed and some are not)
8. Total cost of each purchase by vehicle
9. Total cost of monthly purchase by department and vehicle

The successful bidder shall supply up to 800 ton of rock salt. All delivery costs shall be included in the price per
