The Rural Municipality of Enniskillen No. 3 invites tenders from qualified contractors for the crushing and removal of an existing gravel shelf located along the roadway at SE-2-3-1-W2. The gravel shelf is to be removed to address roadway safety concerns related to the existing slope conditions. The project extends approximately between GPS coordinates 49.08762, -102.28318 and 49.08749, -102.27769.
The Municipality is seeking submissions under one or more of the following procurement options:
Option 1 – Royalty Agreement: Contractor retains ownership of produced aggregate and pays royalties, excavation taxes, and road maintenance fees to the Municipality.
Option 2 – Custom Crushing: The municipality retains ownership of all gravel; the contractor is paid on a unit-price basis for crushing services.
Option 3 – Combination Agreement: A hybrid arrangement incorporating elements of both the royalty and custom crushing models.
Work includes gravel crushing, removal of the roadway shelf, stockpiling (where applicable), roadway restoration, grading, shaping, slope stabilization, traffic accommodation, and all associated works necessary to leave the roadway in a safe and passable condition. A jaw crusher is required for the project.
Bidders must provide:
Bid bond equal to 10% of the total bid amount under Option 2;
Proof of minimum $2,000,000 liability insurance;
Saskatchewan WCB clearance;
Three references;
Proposed schedule and completion dates.
The successful bidder will be required to provide a performance bond equal to 50% of the accepted contract value (excluding GST). All work must be completed by November 30, 2026.
