B. SubstitutionRequestTimeRestrictions:

BIDSUBMISSION
5.1 SUBMISSIONPROCEDURE
A. Biddersshallbesolelyresponsibleforthedeliveryoftheirbidsinthemannerandtime
prescribed.
B. SubmittwocopiesoftheexecutedofferontheBidFormsprovided,signedandsealedwiththe
requiredsecurityinaclosedopaqueenvelope,clearlyidentifiedwithbidder'sname,project
nameandCityofHolland'snameontheoutside.
C. Anabstractsummaryofsubmittedbidswillbemadeavailabletoallbiddersfollowingbid
opening.
5.2 BIDINELIGIBILITY
A. Bidsthatareunsigned,improperlysignedorsealed,conditional,illegible,obscure,contain
arithmeticalerrors,erasures,alterations,orirregularitiesofanykind,mayatthediscretionof
theCityofHolland,bedeclaredunacceptable.
B. BidForms,Appendices,andenclosuresthatareimproperlypreparedmay,atthediscretionof
CityofHolland,bedeclaredunacceptable.
BIDENCLOSURES/REQUIREMENTS
6.1 SECURITYDEPOSIT
A. Bidsshallbeaccompaniedbyasecuritydepositasfollows:
1. BidBondofasumnolessthan5percentoftheBidAmount.
2. Certifiedcheckintheamountof5percentoftheBidAmount.
B. EndorsetheBidBondinthenameoftheCityofHollandasobligee,signedandsealedbythe
principal(Contractor)andsurety.
C. EndorsethecertifiedcheckinthenameoftheCityofHolland.
D. ThesecuritydepositwillbereturnedafterdeliverytotheCityofHollandoftherequired
PerformanceandPaymentBond(s)bytheacceptedbidder.TheBidsecuritydepositisa
guaranteethatthebidderselectedbytheOwnerwillfurnishtherequiredPLMBonds;failureto
dosocouldmeanforfeitureoftheBidSecurity.
