Solicitation Summary
The purpose of this solicitation is to procure services in developing and conducting Risk Limiting Audits (RLA) for future statewide elections in Maryland. The State Board of Elections is seeking a vendor to provide the software, setup, and training for conducting an RLA pilot, followed by the assistance in implementing RLAs statewide for the period of
June 15, 2025 – July 15, 2026.

Additional Instructions
To be susceptible for award, vendors must submit:

Narrative explaining how the vendor meets the minimum and preferred vendor qualifications;

Narrative explaining how the vendor meets the experience requirements;
-
Grand total cost for the items listed under “Deliverables Required” of this solicitation;
-
Contact information for three references for whom the vendor provided similar work and when the work was performed.
The deadline to submit the requested documentation is June 3, 2025, at 5:00 pm . The required submissions must be emailed to Whitney.LeRoux@maryland.gov.
