Dear Contractor:
This project includes, but is not necessarily limited to:
Remodel of apartment Unit 9 in the Valdez Senior Center. Work will include some activity in all
rooms/closets of the unit. General notes: Removal/disposal of any remaining hooks/nails/screws in walls.
Complete wall and ceiling repair/patching as needed. Temporary removal of blinds and curtains/rods for
painting. Kitchen stove/refrigerator/microwave may be temporarily moved by contractor to in-building
provided storage area and returned to the unit as appropriate to remodel completion. Subfloor renovations as
needed for threshold compliance to meet 2010 ADA standards as described in Sections 303 & 404.2.5
Entryway: Work to include installation of new; window mini blind, lighting fixture, electrical outlets/cover
plates, light switch plates, vinyl flooring - including closet, new transition strips as needed. Patch/paint walls,
ceiling, baseboard, entry door/window frame interior side and interior closet/shelving/dowels with approved
color. Install new door trim on the entryway side of bathroom/closet doors and both sides of bedroom entry
door to complement door color. Baseboard molding to be removed/replaced as needed for vinyl flooring
installation. Subfloor renovations as needed for threshold/transition compliance to meet 2010 ADA standards
as described in Sections 303 & 404.2.5.
Kitchen: Work to include installation of new; cabinets/drawers conforming to current layout with matching
handles, countertops, tile backsplash (gypsum board as needed), vinyl flooring, cove base, garbage disposal,
sink/faucet, lighting fixture, electrical outlets/cover plates, light switch/phone/cable jack cover plates.
Patch/paint walls/ceiling/window casing with approved color. Paint pantry interior with same as kitchen and
install/construct new White laminate shelving assembly as existing layout without extending around plumbing.
Pantry doors to be sanded/painted with matching paint or new doors installed with approved similar Cream
color - include matching door pulls. Existing open-space and associated drawers/cabinetry inset to be removed
(any concealed electrical remediated as needed/provide access cover to thermostat transformer) and new
pantry cabinet(s) from same new cabinet line installed/conformed to fill the space. The existing Guard Stove
unit/electric range/over range microwave/refrigerator remain and to be removed/replaced as needed for
remodel.
Living Room: Work to include installation of new; carpet/carpet pad, ceiling fan with light, fin tube covers,
outlet/light switch/fan/phone/cable jack cover plates. Patch/paint walls/ceiling/window casing-trim, baseboard,
with approved color.

Bedroom: Work to include installation of new; carpet/carpet pad, lighting fixture, fin tube covers, electrical
outlet/light switch/phone/cable jack cover plates. Patch/paint walls/ceiling/baseboard, window casing-trim,
closet-including shelving/dowels with approved color.
Bathroom: Work to include installation of new; vinyl flooring, cove base, shower surround/Blueboard/mud cap
tile, shower pan, shower faucet/head, toilet, sink, sink faucet, vanity cabinet, vanity top, vanity light, mirrored
medicine cabinet, vent fan with light, replacement of electric GFCI receptacles and covers, light switch/fan
switch and plate, grab bars, decorative towel set, patch/paint walls/ceiling and shelving with the approved paint
color. Subfloor renovations as needed for threshold compliance to meet 2010 ADA standards as described in
Sections 303 & 404.2.5.
Any individual completing electrical or plumbing work must be licensed and bonded in accordance with City
permit requirements. Contractor is responsible for all costs associated with demolition and disposal of all
removed items and materials. The city pays dumpster rental and tipping fees.
Plumbing work that would require shutting off the water supply to the apartment Must be done by a City
Building Maintenance Representative.
O&M manuals must be submitted to the owner after project completion.
Contractor to verify all dimensions and quantities.
The contractor will need to provide a submittal of all items for the remodel including but not limited to the
following items representing basis of design or approved equal, substitutions must be approved by the City:

This Request for Quotes will be used for construction quotes under $40,000.
A copy of the quote schedule is attached for your use in submitting quotes. Quotes will be accepted in person
or by email until 2:00 PM local time on April 6, 2026, at the office of the Capital Facilities Director, 300
Airport Road, Suite 201, Valdez, AK. The City’s Project Manager is Canyon Rohrer; email
crohrer@valdezak.gov. There will be a non-mandatory pre-quote site inspection at 10:00am local time on
March 24, 2026, at the Valdez Senior Center, 1109 Meals Ave., Valdez, AK. All questions and material
substitutions need to be submitted to the Project Manager by March 31, 2026, at 2:00pm. Email any questions
to the Project Manager. All questions will be answered via an addendum.
All work for apartment Unit 9 shall be completed in accordance with the Specifications by May 27, 2026.
Liquidated damages will be assessed in the amount of fifty dollars ($50.00) for each calendar day the project
remains incomplete past the completion date
All bidders should visit the site and view existing conditions before submitting quotes.
The following items must be included within your quote:
1. Copy of current Alaska Contractor License.
2. Copy of current Alaska Business License.
The City reserves the right to waive any irregularities or informalities in a quote, to reject any and all quotes
without cause, and to re-solicit for quotes.
The current minimum prevailing wage rates as published by the Alaska Department of Labor must be paid if
required by law. Certified payrolls must be submitted to the Alaska Department of Labor.
Work shall be completed in accordance with the 2010 American Disabilities Act (ADA), the City of Valdez
Standard Specifications and Standard Details (dated April 2003), Specifications 09.91.00 Painting and
Finishing, and Division 10 - Standard General Provisions, Section 10.07 - Measurement and Payment for all
