The City of Bonner Springs, Kansas requests rates from qualified contractors for the following work:
Mowing, debris removal, tree trimming, and snow removal on properties
in violation of City Ordinances.
All rates shall be in written form and delivered to the City Clerk’s Office at Bonner Springs City Hall,
Floor 2, P.O. Box 38, 200 East Third Street, Bonner Springs, KS 66012 no later than 3:00 p.m. on
Thursday, April 2, 2026. The envelope shall be marked
“Nuisance Codes On-Call Abatement Rates.”
The City of Bonner Springs reserves the right to: 1) reject any and all rate sheets submitted, 2) request
additional information from all contractors, and 3) waive informalities.

Rates for 2026 Season: Rates shall reflect the total cost to be billed to the City on a per hour basis. The rates
should be all inclusive for equipment and workers to complete work orders, regardless of the size of the crew.
Invoices submitted to the City for reimbursement shall reflect the per hour cost to complete work orders.

2026 Contractor Information
The City of Bonner Springs seeks rates from qualified contractors to mow grass and weeds, remove debris and
trash, trim trees, and remove snow and ice. The City Municipal Code of Ordinances requires that violation notices
be issued to property owners when: (1) vegetation reaches a height of twelve (12) inches; (2) loose trash and debris
is present upon the property; (3) tree limbs on private property or in the right-of-way are less than 14 feet above the
surface of the street or 9 feet above a public sidewalk; and/or (4) snow and ice accumulation 48 hours after a snow
and ice event. If the violation is not abated by the deadline date, City Staff will submit a work order to the
contractor with instructions on the required work to be performed to bring the property into compliance.
General conditions of the contractor requirements:
1. As requested by City Staff on work orders, the contractor will perform the work with the most expedient,
cost-effective methods to complete the work. Each work order includes specific instructions, and the work
must be completed in a thorough and professional manner. Contractors will charge only for time that was
necessary for work to be performed at the site.
2. Separate hourly rates are requested for the following items:
A. Mowing of developed lots, vacant lots and properties with acreage, defined as any parcel within the
city limits. Separate rates are requested for regular mowing and brush hog mowing. Grass and weeds
must be mowed to a height of no less than one and a half (1 ½) inches or more than three (3) inches.
Trimming of grass and weeds is required around structures, trees, signs, poles, fences and other
obstructions on the property.
B. Trash and/or debris removal and disposal requested by City Staff to allow for mowing property.
Example – Removal of loose trash, garden tools, hoses, newspapers and broken limbs before mowing
the property. If conditions require major clean-up of trash and debris in order to mow the property, the
contractor agrees to contact City Staff for approval prior to removing major debris.
C. Minor tree trimming and disposal of limbs requested by City Staff associated with property cleanup.
D. Snow and ice removal on sidewalks requested by City Staff.
5. Rates shall reflect the total cost of workers and equipment to be billed to the City on a per hour basis. The
rates shall be all inclusive for equipment, time travel to and from the site and workers, regardless of the
size of the crew to complete work orders. Invoices submitted to the City for payment shall reflect the per
hour cost to complete work orders.
6. Contractor shall conduct work within four (4) calendar days of receipt of a City work order. If delays occur
due to inclement weather, City Staff must be notified prior to the end of the four (4) day period and
appropriate length of delay will be determined. If rocks, metal and other debris impede the contractor’s
ability to mow, it is incumbent upon the contractor to notify City Staff.
7. Contractor shall submit signed, completed work orders to City Staff within 5 business days from date of
completion of work, which will be verified by City Staff upon re-inspection of the property. City Staff will
verify the hours for each work order based upon: (1) mowing documentation from prior years; (2)
determination of reasonable hours to complete the work and (3) unforeseen circumstances which may
require additional time to complete a work order.
8. Contractor shall submit invoices for work performed to City Staff within 10-15 calendar days from date of
completion of work.
9. Contractor shall provide the City Clerk a Certificate of Insurance that lists the City as an additional insured
in the minimum amounts of: General Liability $1,000,000 per occurrence and $2,000,000 aggregate;
statutory limits for Worker’s Compensation Insurance. Coverage must remain in place until expiration of
the contract. All forms will be approved by the City Clerk.
10. Contractor shall have a current Occupational License on file with the City.
11. Contractors must disclose in writing on the Contractor Rate Sheet the name of any owner, officer, director,
employee or agent who is also an employee of the City of Bonner Springs.
12. By submission of a rate sheet for this request, the contractor hereby expressly waives the right to bring, file
or enforce any and all claims or causes of action, legal or equitable, against the City, it’s officers, agents or
employees that pertains or relates to the City’s process, to include but not limited to the notice, letting,
review and award stages, processes and procedures. This waiver shall be effective as of the contractor’s
submission of its rate sheet form and shall be irrevocable by contractor, its successors and assigns. If
contractor takes any action in contradiction of this waiver, then the City shall be awarded all costs
associated with its defense of such actions to include but not limited to reasonable attorney fees, filing fees
and other legal costs.
13. If the conditions of these contractor requirements are not met, the City has the right to discontinue further
on-call work with that contractor. The occurrence of any one or more of the following events will justify
discontinuation of further work with a contractor:
A. Contractor’s persistent failure to perform the work in accordance with the contractor requirements,
including but not limited to, failure to supply sufficiently skilled workers or suitable materials or
equipment to complete assigned work orders;
B. Contractor’s disregard of laws or regulations of any public body having jurisdiction;
C. Contractor’s repeated disregard of the authority of City Staff; or
D. Contractor’s violation of provisions of the contractor requirements, and/or any City, State, and/or
Federal policies, codes, statutes, or ordinances.
14. The contractor shall be paid for completed work orders if acceptable work is executed in accordance with
the contract prior to the effective date of termination. Where Contractor’s services have been so
terminated by the City, the termination will not affect any rights or remedies of the City against the
contractor then existing or which may thereafter accrue. Any retention or payment of monies due
contractor by the City will not release contractor from liability.
