Richland County (County) is soliciting Requests for Qualifications (RFQ) for the furnishing of Professional Services to assist the Richland County Penny Tax Transportation Program in the development of capital programs related to the adoption of the 2012 and 2024 penny tax referendum.
If you are on the 2025 list of qualified Transportation Department OET’s, you need not apply. The intention of this solicitation is to solicit niche services for the support of project development and project delivery.
In 2012, Richland County residents voted to approve a 1 percent Transportation Penny sales tax to provide for much-needed projects throughout the County. Since its inception, the Penny has provided funding for hundreds of neighborhood improvement projects, including road widenings, intersection upgrades, dirt road pavings, sidewalks, bikeways and greenways. These projects have boosted travel and infrastructure throughout the County’s 11 districts.
The maximum revenue using the Penny program is $1.07 billion, which will be collected for 22 years or until the maximum revenue is received, whichever comes first. It is forecasted that the maximum revenue will be accrued in late 2026.
In the general election of November 2024, Richland County voters decisively chose to drive forward with their previous investment, approving an extension of the County's 1 percent special sales and use tax to continue to fund transportation infrastructure improvements and public transit in the County. Maximum revenue of the new Penny is $4.5 billion over 25 years, or until the maximum revenue is received, whichever comes first.
