1.Contracting Activity: Department of Veterans Affairs, Regional Procurement Office West (RPOW), Network Contracting Office 22 (NCO-22), 4811 Airport Plaza Drive, Suite 600, Long Beach, CA 90815-as requested by VA Phoenix Healthcare System.

2.Brief Description of Supplies/ Services required and the intended use/Estimated Amount: This supply equipment procurement is for the Stryker PI drive 2 Plus Motor Drill and the corresponding attachments in accordance with FAR Part 11.105(a), which permits the use of brand name specifications when the particular brand is essential to Government requirements. This equipment will be used to resect bone around areas of the Spinal Cord and all related Orthopedic procedures. The tools requested make up one of many components of an All-In-One Neurological System at this facility. The VA Standards in patient care involve the use of diagnostic and therapeutic tools for the purpose of providing proper neurological diagnosis and treatment for Veteran patients and their families. The purchase of these tools will satisfy that standard and allow for the continuance of such care.

3.Unique characteristics or circumstances that limit the requirement to Brand Name Only commodities. The Stryker PI Drive 2 Plus Motor and accessories are needed to continue to address the needs of patient care. The motor, cutting accessories and attachments work in conjunction with the corresponding Stryker Core 2 software routing system being used in the department. The software and equipment are continuously upgraded through the manufacturer in order to address any neurological procedures and to meet industry standards.
4.Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: N/A5.Description of market research conducted and results or statement why it was not conducted: Market research was conducted using DSBS, GSA, FPDS and Internet websites. A search of SCMC did not render any mandatory contracts for the items. A search of FPDS rendered past procurement information for additional inventory items included in the PI Drive 2 drill platform. Market research found that other brands will not integrate with the existing system currently used in the department. Further market research relayed information that the Stryker drill platform is a patented portfolio system solely manufactured by Stryker Orthopaedics Inc.

The requested supplies are only compatible with corresponding instruments, and the requested supplies are only compatible with the PI Drive software that is also being used in the department. The requested inventory can only be provided by the manufacturer of the existing system, and no other products can meet the essential requirements or can connect with existing software.
