Introduction
The City of Rock Island is requesting bids from contractors for a rehabilitation project at a house located
at 816 21st Street. This City of Rock Island property will be undergoing rehabilitation using Illinois
Housing Development Authority funds to ameliorate deteriorating and deteriorated conditions. All work
shall be subject to IDHA
and Environmental Protection Agency (EPA) regulations. Contractors who are interested in this project
will need to schedule a site visit with the Dameian Johnson @ 309-631-0040, prior to submitting the
bid. Sealed bids must be received on or before April 27rd at 2p.m. They shall be addressed and marked as
follows.

Bids may be mailed or delivered in person. Late bids shall not be opened. All sealed bids shall be opened
on 4/27/2026 by 2p.m. at City Hall in the CED Department offices. Contractors who have submitted bids
may attend but are not required to do so. A bid tabulation shall be posted online afterward. All
questions shall be directed to the Construction Officer at 309-732-2906.
Scope of Work
The bidder shall submit a project plan using the design standards below that is in compliance with all
applicable IDHA, EPA, and State of Illinois regulations as well as all local building and zoning codes. The
plan must include a clear project timeline and budget with line item costs. The contractor shall act as the
general contractor for the project using subcontractors as required. Subcontractors that will be required
should be clearly identified in the project plan.
Alternative specifications shall be considered only if they are clearly justified, cost effective, and meet
all project objectives. The contractor shall have 30 days to complete the work from the date of contract
signing. Change work orders over the course of the project are strongly discouraged.
This project will have multiple Trades needed to complete the scope of work. Exterior scope of work
is the following. Remove two existing doors (Front & East Side). Both doors will be replaced with
metal pre-hung, double bore, & adjustable thresholds. Both doors shall be keyed alike so one key
will unlock handle and single cylinder deadbolt. Thresholds shall be adjusted to the bottom sweep
upon completion of the installation. Jambs shall be packed with fiberglass insulation or
nonexpanding foam. Jamb extensions may be required. Trim out using primed wood millwork. Do
not use pressed veneered or plastic millwork. Install new white aluminum screen doors with self-
storing screens and glass. Must have two closures per unit or one closure and chain. Remove 5
existing basement windows. Install new double pane slider windows with screens in the openings.
Use mortar to seal the window frame to the masonry block. Make sure to slope a mortar sill away
from the window frame. Insulate the frame on the inside of the window. Install a metal weather cap
for the furnace flue on the roof. This shall be approved for the heat exhaust and exposed to
weather. Use exterior sheet metal screws to secure cap to the flue. The next item for the exterior will
be to encapsulate all the exterior windows with wood frames and trims using white break metal.
Using white nails to secure the metal to the trim. There may be some additional furring need to get
the correct thickness past the Siding. There may be some wood that needs to be replaced do to rot.
Caulk all the seams of the trim and the trim to the siding J with white Quad. The soffit and fascia will
need to be removed and replaced with new white aluminum. White J or F channel shall be secured to
the wall and two with trim nails per panel securing the soffit to the fascia. Replace the existing fascia
with new break metal on the rakes and overhangs. Install new gutters on the entire roofline using
seamless fabricated white. Install new downs on all the corners with tail pipes 4’ using hinged
fittings.
The next part of this project will be electrical and plumbing in the basement. In order to gain access
to the plumbing and electrical the existing ceiling panels will need to be removed. Contractor will not
be required to reinstall a ceiling cover. Electrical service will be replaced with a new mast on the
exterior pipped to new exterior meter socket with external disconnect. 100amp service with a new
panel wired to code NEC 2020. Leaving a courtesy GFCI receptacle near the panel location. Remove
all exposed knob and tube wiring in the basement. Install new keyless lights throughout the
basement wired on a single pull switch at the bottom of the stairs. Install a new washer and dryer
outlet in the laundry area. The dryer will need its own receptacle and needs to be upsized for 220
electric, however with the capabilities to drop the voltage down to 110. The Kitchen will need to
have GFCI’s installed. Install Smoker/co2 in the basement near the gas fired appliances and one in
the hallway need the bedrooms. Must have a 10-year lithium battery. Remove all the existing
waterlines inn the basement. Replacing with copper from the meter to all the fixtures in bathroom
and kitchen sink. Install a laundry hook for the washer. Install a water line to the toilet in the
basement. Install two antifreeze Silcoks with shut offs near the exterior box sill. Remove the main
stack for the basement bathroom down to the floor. Replace with PVC. Remove and replace the
kitchen sink drain from the floor to the sink in PVC. Incorporate a stand pipe to dump the laundry
washer into. Leave existing toilet only hook up a new supply line. In the basement shower do not
hook up a new fixture, however leave a hot and cold line near capped. No shut off is needed for
those lines. The dryer vent will need to be ran through the box sill.
The final scope is addressing the bathroom. Remove existing tub, toilet, sink, and window. Frame in
the window opening, insulate with R19 kraft insulation. Sheath the exterior furring out match the
surrounding thickness. Install house wrap. Reside with matching siding, blending in the existing with
the new. Laps shall be staggered with full pieces of new siding .Install a new walk in 60” shower.
With single lever delta shower fixture. Install ADA stainless steel grab bars. Remove the closed next
to the sink. This should allow room to install a vanity and toilet with the proper clearances. Install a
fan/light combo vented to the exterior. Install a light over the new vanity and a switch controlling
everything. Install green board and vaper barrier over the framing members. Primer and 2 coats of
paint over the finished walls. Install new high-rise toilet. Install new vinyl flooring in the bathroom
and new baseboard with base shoe. Plumbing, Electrical, & Remodel permits are required before
work beings. If needed Jeff will be willing to meet on site to discuss this scope in details.
Bidder Qualifications & Requirements
1. Bidders must be currently licensed with the Illinois Secretary of State, bonded, and insured.
2. Bidders must have or be able to obtain all applicable licenses and permits in addition to meeting
all local, state, and federal requirements to perform requested work.
3. Bidders must have and provide proof of General Liability, Vehicle, and Workers Compensation
Insurances and name the City of Rock Island as a Certificate Holder.
4. Bidders must own or be able to rent sufficient equipment to complete the work.
5. Contractor maybe required to supply additional plans or stamped drawings for a plan review. Which maybe
need to obtain a building permit. Which maybe need to obtain a building permit.
Preparation of Bid
Each bid must be submitted on paper and delivered in a sealed envelope. Said envelope shall be clearly
labeled with “ENCLOSED: “912 27th Avenue Bid.” The bid must clearly address all requirements as
described above. The cost of the work must be separated into line items with individual costs in addition
to providing a total project cost. Labor costs and material costs must be clearly delineated. The company
name, federal tax ID number, Duns number, contact person, email, phone number, and a date with
signature are all required as well.
Awarding Contracts
The contract shall be awarded once sealed bids are summited by the deadline and IDHA has approved
the scope of work with the selected bidder’s proposal. The lowest bid shall not automatically
guarantee that a contractor will get the work they bid on. Bids shall be reviewed for pricing, experience,
previous work history, references, State Licenses, State Registration, insurances, bonds, subcontractors,
equipment owned, equipment rented, operator experience, and financial stability. The City at its sole
discretion shall decide after a review which contractor, if any, is responsive to the invitation to bid. All
bidding and award procedures undertaken by the City in regard to this project shall be consistent with
the City’s adopted procurement procedures.
Submitted bid prices shall remain valid for 60 days after bid opening.
Bidder Responsibility
Bidders shall keep the bidding process confidential. Each bidder shall be fully acquainted with conditions
relating to the site, the scope of work, any current EPA and IDHA regulations pertaining to the work, and
restrictions associated with acceptable execution of requested work. Failure or omission of the bidder to
acquaint themselves with site conditions shall in no way relieve them of any obligation with respect to
their bid or subsequent contract.
Federal, State, and Local Reporting Compliance
The contractor shall provide financial and programmatic information as required by the City of Rock
Island to comply with all Federal, State, and local law reporting requirements. The contractor shall also
adhere to all applicable Federal, State and local regulations including but not limited to the following.
• Illinois Housing Development Authority (IDHA)
• US Environmental Protection Agency (EPA): 40 CFR 745
• US Occupational Safety and Health Administration (OSHA): 29 CFR 1926
