SEC. 1.01 PURPOSE OF THE IRFP
The Department of Military and Veterans Affairs, Alaska Army National Guard Facilities Management Office,
Environmental Section, is soliciting proposals from qualified Contractors to conduct a wetland delineation of the
approximately 1.7-acre Project Area at the Alaska Army National Guard (AKARNG) Kotzebue Army Aviation
Operating Facility (AAOF).
SEC. 1.02 BUDGET
Department of Military and Veterans Affairs, Alaska Army National Guard Facilities Management Office,
Environmental Section, estimates a budget of between $45,000.00 and $50,000.00 dollars for completion of this
project. Proposals priced at more than $50,000.00 will be considered non-responsive.
Approval or continuation of a contract resulting from this IRFP is contingent upon legislative appropriation.
SEC. 1.03 DEADLINE FOR RECEIPT OF PROPOSALS
Proposals must be received no later than 2:00 P.M. prevailing Alaska Time on September 21, 2026. Late
proposals or amendments will be disqualified and not opened or accepted for evaluation.

SEC. 1.04 PRIOR EXPERIENCE
In order for offers to be considered responsive offerors must meet these minimum prior experience
requirements:
* Lead wetland delineator: bachelor's degree in environmental science, biology, ecology, natural
resources, soil science, or closely related discipline.
* Lead wetland delineator: at least five (5) years of professional experience conducting wetland
delineations or comparable wetland assessment work.
* Lead wetland delineator shall demonstrate experience applying applicable USACE methodology and
the Alaska Regional Supplement.
* GIS personnel shall have sufficient experience to produce accurate, usable, and documented GIS data.
An offeror's failure to meet these minimum prior experience requirements will cause their proposal to be
considered non-responsive and rejected.
SEC. 1.05 REQUIRED REVIEW
Offerors should carefully review this solicitation for defects and questionable or objectionable material.
Comments concerning defects and questionable or objectionable material should be made in writing and
received by the procurement officer at least ten days before the deadline for receipt of proposals. This will allow
time for the issuance of any necessary amendments. It will also help prevent the opening of a defective proposal
and exposure of offeror's proposals upon which award could not be made.
SEC. 1.06 QUESTIONS PRIOR TO DEADLINE FOR RECEIPT OF PROPOSALS
All questions must be in writing and directed to the procurement officer. The interested party must confirm
telephone conversations in writing.
Two types of questions generally arise. One may be answered by directing the questioner to a specific section of
the IRFP. These questions may be answered over the telephone. Other questions may be more complex and
may require a written amendment to the IRFP. The procurement officer will make that decision.

SEC. 1.07 RETURN INSTRUCTIONS
If submitting a hard copy proposal, Offerors must submit one hard copy of their proposal to the procurement
officer in a sealed package. The cost proposal included with the package must be sealed separately from the rest
of the proposal and must be clearly identified. The sealed proposal package(s) must be addressed as follows:

If submitting a proposal via email, the technical proposal and cost proposal must be saved as separate PDF
documents and emailed to MvaDasProcurement@alaska.gov as separate, clearly labeled attachments, such as
"Vendor A - Technical Proposal.pdf" and "Vendor A - Cost Proposal.pdf" (Vendor A is the name of the offeror).
The email must contain the IRFP number in the subject line.
The maximum size of a single email (including all text and attachments) that can be received by the state is
20mb (megabytes). If the email containing the proposal exceeds this size, the proposal must be sent in multiple
emails that are each less than 20 megabytes and each email must comply with the requirements described
above.
Please note that email transmission is not instantaneous. Similar to sending a hard copy proposal, if you are
emailing your proposal, the state recommends sending it enough ahead of time to ensure the email is delivered
by the deadline for receipt of proposals.
It is the offeror's responsibility to contact the issuing agency at 907-428-7222 to confirm that the proposal has
been received. The state is not responsible for unreadable, corrupt, or missing attachments.
SEC. 1.08 PROPOSAL CONTENTS
The following information must be included in all proposals.
(a) AUTHORIZED SIGNATURE
All proposals must be signed by an individual authorized to bind the offeror to the provisions of the IRFP.
Proposals must remain open and valid for at least 90-days from the date set as the deadline for receipt of
proposals.
(b) OFFEROR'S CERTIFICATION
By signature on the proposal, offerors certify that they comply with the following:
A. the laws of the State of Alaska;
B. the applicable portion of the Federal Civil Rights Act of 1964;
C. the Equal Employment Opportunity Act and the regulations issued thereunder by the federal
government;
D. the Americans with Disabilities Act of 1990 and the regulations issued thereunder by the federal
government;
E. all terms and conditions set out in this IRFP;

F. a condition that the proposal submitted was independently arrived at, without collusion, under penalty
of perjury; and
G. that the offers will remain open and valid for at least 90 days.
If any offeror fails to comply with [a] through [g] of this paragraph, the state reserves the right to disregard the
proposal, terminate the contract, or consider the contractor in default.
(c) VENDOR TAX ID
A valid Vendor Tax ID must be submitted to the issuing office with the proposal or within five days of the state's
request.
(d) CONFLICT OF INTEREST
Each proposal shall include a statement indicating whether or not the firm or any individuals working on the
contract has a possible conflict of interest (e.g., currently employed by the State of Alaska or formerly employed
by the State of Alaska within the past two years) and, if so, the nature of that conflict. The procurement officer
reserves the right to consider a proposal non-responsive and reject it or cancel the award if any interest
disclosed from any source could either give the appearance of a conflict or cause speculation as to the
objectivity of the contract to be performed by the offeror.
SEC. 1.09 ASSISTANCE TO OFFERORS WITH A DISABILITY
Offerors with a disability may receive accommodation regarding the means of communicating this IRFP or
participating in the procurement process. For more information, contact the procurement officer no later than
ten days prior to the deadline for receipt of proposals.
SEC. 1.10 AMENDMENTS TO PROPOSALS
Amendments to or withdrawals of proposals will only be allowed if acceptable requests are received prior to the
deadline that is set for receipt of proposals. No amendments or withdrawals will be accepted after the deadline
unless they are in response to the state's request in accordance with 2 AAC 12.290.
SEC. 1.11 AMENDMENTS TO THE IRFP
If an amendment is issued, it will be provided to all who were notified of the IRFP and to those who have
registered with the procurement officer after receiving the IRFP from the State of Alaska Online Public Notice
website.
SEC. 1.12 IRFP SCHEDULE
The IRFP schedule set out herein represents the State of Alaska's best estimate of the schedule that will be
followed. If a component of this schedule, such as the deadline for receipt of proposals, is delayed, the rest of
the schedule may be shifted accordingly. All times are Alaska Time.

This IRFP does not, by itself, obligate the state. The state's obligation will commence when the contract is
approved by the Commissioner of the Department of Military and Veterans Affairs, or the Commissioner's
designee. Upon written notice to the contractor, the state may set a different starting date for the contract. The
state will not be responsible for any work done by the contractor, even work done in good faith, if it occurs prior
to the contract start date set by the state.
SEC. 1.13 ALTERNATE PROPOSALS
Offerors may only submit one proposal for evaluation.
In accordance with 2 AAC 12.830 alternate proposals (proposals that offer something different than what is
asked for) will be rejected.

SECTION 2. BACKGROUND INFORMATION
SEC. 2.01 BACKGROUND INFORMATION
In accordance with Army Regulation 200-1 Chapter 4-2, the Sikes Act and Executive Orders 11988 and 11990, a
wetland survey should be conducted at military installations as needed based on mission demands and impacts
for proper resource management. Currently, there is no wetland survey or updated report for this property, and
one is necessary to maintain compliance with environmental regulations, including the Sikes Act and Clean
Water Act. Failure to obtain wetland data will result in ongoing data gaps that will hinder mission readiness and
resource management. Data gaps are likely to result in inadequate guidance in the planning process. Without
reliable data the opportunity for unpermitted Clean Water Act activities increases, which could result in
significant fines and delays in military trainings or construction projects.
Information on wetland types, boundaries and jurisdictional status on the property is incomplete. Historical
records at the property are limited to a Phase I Environmental Site Assessment prepared during the initial lease
real estate action. Physical natural resources were not mapped or critically evaluated in a meaningful manner.
We have no records of wetland analysis or mapping. Wetland boundaries and classifications from U.S. Fish and
Wildlife Services National Wetland Inventory need to be, thus justifying the need for an accurate wetland
evaluation. An updated Delineation Survey will better support compliance with environmental regulations,
project planning discussions and land management decisions as required by Sikes Act. In addition, it will identify
areas subject to Clean Water Act permitting needs to guide larger installation and training planning efforts. A
new jurisdictional determination may be warranted due to federal regulation changes in the definition of Waters
of the United States (WOTUS) and the need to properly manage and protect the wetland resource in accordance
with Executive Order 11990.

SECTION 3. SCOPE OF WORK & CONTRACT INFORMATION
SEC. 3.01 SCOPE OF WORK
The Department of Military and Veterans Affairs, Alaska Army National Guard Facilities Management Office,
Environmental Section, is soliciting proposals from qualified Contractors to conduct a wetland delineation of the
approximately 1.7-acre Project Area at the Alaska Army National Guard (AKARNG) Kotzebue Army Aviation
Operating Facility (AAOF). The Contractor shall perform desktop review, field investigation, wetland delineation,
hydrologic feature identification, GIS mapping, preparation of a wetland delineation report, and preparation of
supporting materials for a U.S. Army Corps of Engineers (USACE) Jurisdictional Determination.
The Contractor shall conduct the delineation in accordance with the applicable U.S. Army Corps of Engineers
wetland delineation manual and Alaska Regional Supplement as identified in this scope. The Contractor shall
document wetland boundaries, sampling locations, soils, vegetation, hydrology, photographs, and other
relevant field observations. The Contractor shall prepare draft and final reports and provide all associated GIS
and electronic data. The Contractor shall make recommendations and provide technical support to the Project
Manager, within the limits of the scope, if an official Jurisdictional Determination is warranted.
PROJECT AREA
The Wetland Delineation Survey will be performed at the AKARNG Army Aviation Operating Facility in Kotzebue,
Alaska. The area of survey includes the AKARNG 1.7-acre parcel of mixed undisturbed and developed land but
could extend offsite beyond leased land boundaries if necessary to accurately depict the wetland landscape or
classify a wetland feature, see attached map in Section 26. However, delineating offsite shall be within the
project limits boundary, authorized in advance and mentioned in the field work plan. Limited offsite wetland
delineation is part of the base scope. See facility diagram in Section 26 for project limits boundary.
APPLICABLE LAWS, REGULATIONS, STANDARDS AND GUIDANCE
The Contractor shall comply with applicable Federal, State, and local laws; Technical Standards and Guidance.
The wetland delineation shall be conducted using the applicable U.S. Army Corps of Engineers wetland
delineation methodology and Alaska Regional Supplement in effect at the time of field investigation, unless
otherwise directed in writing by the Project Manager.
Applicable requirements may include but are not limited to:

The Contractor shall identify in the final report the technical guidance and methodology used to conduct the
delineation. If applicable regulatory or technical requirements change during contract performance and the
change materially affects the Contractor's scope, schedule, or level of effort, the parties shall address the
change in accordance with the contract's changing procedures.
SCOPE OF SERVICES
The Contractor shall provide all labor, supervision, equipment, materials, transportation, technical expertise,
and other resources necessary to complete the base scope unless specifically identified as Government-
furnished.
The base scope includes project management and coordination; desktop research and records review; field work
planning; wetland delineation field investigation; identification and documentation of hydrologic features; GPS
and photographic documentation; creating GIS maps and data layers; draft and final Wetland Delineation
Reports; responses to Government review comments; providing support and required data if an official
Jurisdictional Determination is warranted based on the delineation findings.
PROJECT MANAGEMENT
Contract Award
The Contractor shall commence contract administration and project planning upon receipt of the Contract
Award. The Contractor shall provide a Project Work Plan and Preliminary Schedule to the Project Manager
within ten (10) business days of scheduling the Kickoff Meeting. All field and technical work shall be scheduled in
accordance with the approved project schedule.
Kickoff Meeting
The Contractor shall coordinate a project kickoff meeting with the Project Manager within forty-five (45) days
after receipt of the Contract Award, unless an alternative date is mutually agreed upon.
The kickoff meeting shall address the work plan and methodology; schedule and milestones; field work timing;
access and security; Government-furnished information; communications; deliverables; constraints; and
outstanding issues. The Contractor shall provide a meeting agenda and brief meeting summary.
Monthly Project Updates
The Contractor shall provide monthly project status updates while active work is underway. Updates may be
conducted by videoconference, telephone, electronic communication, or in person, as agreed by the Project
Manager. Updates shall address work completed; upcoming work; schedule status; issues or constraints;
proposed solutions; upcoming field activities; and invoice or billing issues, as applicable.
