Description
1.1 Purpose
Vancouver Coastal Health (the “Authority”) has issued this Request for Proposals (“RFP”) for the purpose of inviting proposals from qualified independent third-party Commissioning Authority (CxA) firmsto undertake the services described in Appendix ‘A’ to this RFP (the “Services”) with respect to Fentiman Long-Term Care Replacement Project (the “Project”).
The successful Proponent will act in the capacity of a Consultant (Commissioning Authority) for the Project. The Authority has already engaged a Managing Consultant (Architectural) and it’s Sub-Consultants (mechanical, electrical, structural, & civil, etc.).
More information about the Project and the Scope of Services is set out in Appendix ‘A’.
1.2 Form of Contract
The Authority intends that the form of contract between the Authority and the successful Proponent for each Project will be based on the “General Service Agreement”, a copy of which is included in Appendix ‘I’.
1.3 Pre-qualified Commissioning Authority Consultants
Only Commissioning Engineering firms that have been prequalified by the Authority for Non-Acute Care Projects are eligible to respond to this RFP. The Authority will not consider a Proposal from a firm that is not prequalified by the Authority for aforementioned criteria.
Proponents proposing to use Sub-Consultants should use firms that are included on the Authority’s pre-qualified list of engineers (pre-qualified for any fee category).

1.4 Excluded Parties
Qualifying Proponents to this RFP shall comply with LEED requirements as to perform Commissioning Authority duties. Current existing contracted design consultants to the Project are excluded from bidding on this RFP.
