Proposals must be received by hand delivery, mail or electronic submission through eVA at
www.eva.virginia.gov
no later than 3:00 p.m. ET on May 5, 2025.
Offerors who choose to submit paper proposals, shall submit one (1) original, marked as such, eight (8) copies, marked as such, and one (1) electronic copy on a flash drive (Microsoft Word and Excel, as appropriate) in a sealed envelope clearly marked on the outside with the company’s name and “Attn: Purchasing Dept. – RFP #2025-028 – Group Dental Coverage”.

Note: The City of Salem is not responsible for any delays in submission caused by the eVA platform, vendor registration, or internet outage. Please ensure you have allotted ample time to submit your proposal document(s). The Offeror has the sole responsibility to have the proposal submitted on or before the date and time set for closing.
The City of Salem reserves the right to reject any or all proposals and to waive any or all informalities or irregularities in any proposal. The City reserves the right to award as it deems in the best interest of the City of Salem.
No proposal may be withdrawn after opening except for clerical errors, as set forth in Section 2.2-4330 of the Virginia Code. Offeror must give the City a notice in writing of the request to withdraw a proposal within two (2) business days after conclusion of opening.
