Summary


I . PURPOSE

The Ohio Department of Mental Health and Addiction Services (OhioMHAS) is seeking proposals from qualified contractors to enhance the Health, Outcomes, Network, and Education (HONE) internet-based platform. The goal is to enable Coordinated Specialty Care for First Episode Psychosis (CSC for FEP) teams to effectively use the platform for facilitating and documenting team meetings, as well as for tracking and recording information related to the Ohio CSC for FEP Fidelity Measure.

The contractor will be responsible for developing a Team Meeting Dashboard within the existing HONE system. This dashboard should include, but is not limited to, features such as a reports scan, a meeting details screen, and a scheduling screen. Additionally, the contractor will integrate capabilities into HONE for tracking and reporting team activities that contribute to the evaluation and scoring of fidelity measure items.

II.  BACKGROUND

Optimizing the HONE platform will empower CSC for FEP teams to deliver high-quality services that align with the CSC for FEP model. This, in turn, will lead to better outcomes for individual clients and enhance the overall behavioral health system. Ultimately, the optimization of HONE will support OhioMHAS's mission to implement high-fidelity CSC for FEP services across Ohio.

III.  SCOPE OF WORK AND DELIVERABLES

The contractor will develop and deliver the following new features within the HONE platform, utilizing OhioMHAS's .Net 4.8.1 developed code and mySQL 8.0.32 database hosted on the State of Ohio’s Azure platform:

  1. Team Meeting Dashboard:
    1. Team Meeting Reports Scan
    2. Upcoming Meeting Details Screen:
      1. Schedule Meeting Screen
      2. Team Meeting Details Entry Screen
    3. Database Setup
    4. Unit Testing and Implementation
  2. Visualization for CSC Fidelity Measure:
    1. Unit Testing and Implementation
  3. Ensure a clinician’s digital signature code is assigned before clinician can start any patient assessments or updates.
  4. Will provide training and training materials regarding these new features.
    1. Technical Documentation including database schema, and a network diagram.
    2. Train the Trainer sessions
    3. End user guides.
  5. Make the code available to Yale for integration into master HONE configuration, ensuring future enhancements and upgrades will sync with OhioMHAS’ version.


IV.   MINIMUM QUALIFICATIONS OF CONTRACTOR

Contractor shall not be subject to an “unresolved” finding for recovery under Section 9.24 of Ohio Revised Code.

Process

PART FOUR: EVALUATION OF PROPOSALS

I.   EVALUATION PROCESS

OhioMHAS’s evaluation process of responses submitted to this request may consist of up to four distinct phases:

1. OhioMHAS’s initial review of all proposals for timely submission;
2. An evaluation committee review of the proposals for defects and scoring;
3. OhioMHAS’s request for more information (clarifications, interviews, presentations, and/or demonstrations); and,
4. Negotiations or best offer requests.

At its sole discretion, OhioMHAS will determine whether phases three and/or four are necessary under this RFP, reserving for itself the ability to eliminate or add phases three or four at any time during the evaluation process. OhioMHAS may add or remove sub- phases to phases 2 through 4 at any time if MHAS believes doing so will improve the evaluation process.

II.   PROPOSAL EVALUATION CRITERIA

In the proposal evaluation phase, OhioMHAS staff or reviewers selected by OhioMHAS (the committee) will rate the proposals submitted in response to this RFP based on the following criteria and weight assigned to each criterion.
