The Naval Facilities Engineering Systems Command (NAVFAC) Europe Africa Central (EURAFCENT) plans to publish a combined synopsis/solicitation for an Indefinite-Delivery/Indefinite-Quantity (IDIQ) contract for multi-discipline Architect-Engineer (A-E) services for planning and design for various buildings and project types at Department of Defense (DoD) and non-DoD activities located throughout the NAVFAC EURAFCENT Area of Responsibility (AoR).
The maximum contract value is anticipated to be $25 million over five years (i.e., a one-year base period plus up to four one-year options, if exercised). The Government will negotiate and issue firm-fixed price task orders under this IDIQ. If awarded to a foreign-owned firm, there will be a $500k limit on task orders funded with MILCON-appropriated funding, in accordance with DFARS 236.602-70, Restriction on award of overseas architect-engineer contracts to foreign firms.
The Government will conduct the solicitation in accordance with 40 USC Chapter 11, Selection of Architects and Engineers, as implemented by FAR Subpart 36.6. This A-E IDIQ Contract is required to be awarded to an A-E firm. Joint Ventures (JV) between a U.S. firm and other are allowed.
IMPORTANT NOTE: All offerors, including prospective joint ventures, MUST have an active registration in the System for Award Management (SAM) website (https://sam.gov), at time of offer submission and at time of contract award, to be considered for award of any U.S. DoD contract. To register in SAM, offerors must have a Commercial and Government Entity (CAGE) code (U.S. firms) or a NATO Commercial and Government Entity (NCAGE) code (foreign firms). The SAM requirement applies to all contract awards, regardless of the country where the work is performed. It is highly encouraged for prospective offerors to begin the SAM registration process as early as possible.
