The U.S. Army Corps of Engineers, New England District will be issuing an unrestricted Invitation for Bids (IFB) solicitation for maintenance dredging of the New Haven Harbor Federal Navigation Project (FNP) located in New Haven, CT. The NAICS code for the work is 237990. The estimated construction cost is between $10,000,000.00 and $25,000,000.00.
The New Haven Harbor O&M dredging project consists of dredging the 35-foot deep navigation channel and 35-foot deep turning basin below mean lower low water (MLLW) from Long Island Sound to the confluence at the Quinnipiac River. Approximately 770,000 cubic yards of predominantly silt and fine grain sand material shall be dredged from the 35-foot main channel and 35-foot turning basin during execution of this project. It is expected that a mechanical dredge will remove material from the shoaled portions of New Haven Harbor channel and place it into scows before being delivered to the Central Long Island Sound Disposal Site. Dredging and disposal operations are anticipated to take 4 to 5 months, and will be performed during the period from October 1, 2025 to 15 February, 2026 to meet environmental time of year (ToY) restrictions.
In order to accomplish all dredging requirements within the specified dredging window it is expected that the Contractor will need to meet a production rate of 200,000 CY per 30 calendar days. Environmental coordination and permitting has been completed by the U.S. Army of Engineers, New England District.
This is not an invitation for bids at this time. The solicitation requirements and contract documents to include instructions for submission and the response date will be available on or about May 13, 2025. Neither telephonic, mailed nor faxed requests for hard copies of this solicitation will be accepted. The solicitation will only be available online. In order to view the solicitation offerors must access the System for Award Management website (www.sam.gov).
