services: Advance Philadelphia's efforts to develop a hiring policy for infrastructurerelated professional services (e.g., planning, design, engineering, inspection, construction management). This work builds on the City's implementation of the Geographic and Economic Hiring Preferences (GEHP) pilot for construction
projects, which aims to increase access to infrastructure careers for
underrepresented Philadelphians.
