Project Title:	FTCC Thomas McLean Administration Building Partial Roof Replacement Project
Description:	Fayetteville Technical Community College (FTCC) is searching for a qualified General Contractor service for a partial roof replacement project at FTCC's Thomas R McLean Administration Building. Project consists of the removal and replacement of approximately 19,602 total square feet of roofing. This is a one-story building constructed in 1973 with an addition added to the north side in 1999, and a later addition added to the south side. The south side roof is not included in this project. The original 1973 building has a low slope roof approximately 12,280 square feet. The roof system consists of metal roof deck, an asphalt vapor retarder, 1.5-inch polyisocyanurate insulation, 0.75-inch fiberboard and a smooth surface built-up roof with an aluminum coating. The 1999 addition has a combination of steep slope metal roof panels and low slope roofing, totaling approximately 7,322 square feet. This will be a total tear-off and replacement of both the original 1973 building and the 1999 addition. New mechanically fastened tapered insulation, coverboard and thermoplastic 80mil PVC membrane are recommended for the new roof system for the original 1973 building. For the 1999 addition, metal roof panels need to be removed to install new roof membrane and replaced with new metal roof panels along with the gutters and downspouts.

A Mandatory pre-bid meeting will be held for all bidders interested in the FTCC Thomas McLean
Administration Building Partial Roof Replacement Project on Tuesday, March 31, 2026, at 10:00 AM EST
at the Thomas McLean Administration Building, Fayetteville Technical Community College, 2301 Hull
Road, Fayetteville, NC 28303. The meeting will address project specific questions, issues, bidding
procedures and bid forms. All attendees shall meet in conference room 170.
Sealed proposals will be received until 2:00 PM (EST) on Thursday, April 16, 2026, in Room 114 of the
Thomas McLean Administration Building, Fayetteville Technical Community College, 2301 Hull Road,
Fayetteville, NC 28303, Attn: Scott Meis, Assistant Director of Procurement.
Immediately following, bids will be publicly opened and read aloud in room 170.
Late bids, regardless of cause, will not be opened or considered, and will be automatically disqualified
from further consideration. Vendor shall bear the sole risk of late submission due to unintended or
unanticipated delay.
Electronic copies of complete plans and specifications for this project can be obtained from Fleming &
Associates, PA, 1004 Hay Street, Fayetteville, NC 28305 during normal office hours. Email Steve Fleming
at sfleming@flemingandassociated.com to request an electronic copy.
Single prime proposals will be received from contractors licensed per G.S.87. A bid bond or other bid
security is required. Payment and performance bonds will be required of the general contractor who is
awarded this project. Minority Business Enterprise (MBE) guidelines must be followed.
Fayetteville Technical Community College encourages participation by HUB firms and supports efforts to
ensure and promote opportunities for MBE.
The College reserves the unqualified right to reject any and all proposals and waive any informalities.
