Scope of Work
1. Project Description
The Town of Fort Mill is seeking qualified contractors to remove, dispose of, and replace the existing
wooden exterior steps located on the side of the Park and Recreation building at Doby’s Bridge Park
with a new metal stair system. The intent of this project is to improve safety, durability, and long-term
maintenance by replacing the aging wooden steps with a permanent metal structure suitable for
outdoor public facility use.
The contractor shall furnish all labor, materials, equipment, supervision, transportation, and incidentals
necessary to complete the work in accordance with the requirements outlined in this solicitation.
2. Scope of Services
2.1 Site Verification
Prior to beginning work, the contractor shall visit the site to verify all measurements, conditions, and
attachment points associated with the existing stair structure. Submission of a bid shall indicate the
contractor has familiarized themselves with the site conditions.
2.2 Removal and Disposal of Existing Structure
The contractor shall:
• Carefully dismantle and remove the existing wooden steps, including treads, stringers, handrails,
fasteners, and any associated components.
• Protect the existing building structure, foundation, and surrounding property during removal
activities.
• Remove all debris and construction waste from the site.
• Properly dispose of all materials offsite in accordance with local, state, and environmental
regulations.
2.3 Fabrication and Installation of New Metal Stair System
The contractor shall furnish and install a new exterior metal stair system designed for commercial or
municipal outdoor use. At a minimum, the stair system shall include:
• Structural metal stringers or frame capable of supporting required loads
• Slip-resistant metal treads suitable for exterior use
• Code-compliant handrails and guardrails
• Anchoring hardware and structural connections appropriate for attachment to the existing
building

• Corrosion-resistant coating or finish (such as galvanized or powder-coated steel) designed for
long-term outdoor durability
The stair system shall be installed level, secure, and in full compliance with applicable building codes and
safety standards.
3. Site Protection and Safety
The contractor shall be responsible for maintaining a safe work environment and protecting park
visitors, Town staff, and property during the project. This includes:
• Installation of temporary barriers, caution tape, or signage as necessary
• Maintaining clear access routes around the work area
• Compliance with all applicable OSHA safety regulations
4. Cleanup and Site Restoration
Upon completion of the installation, the contractor shall:
• Remove all construction debris, packaging materials, and unused supplies from the site
• Restore the surrounding area to a clean and safe condition
• Ensure the site is ready for normal public use
5. Compliance Requirements
All work performed under this contract shall comply with:
• Applicable local, state, and federal building codes
• OSHA safety regulations
• Applicable South Carolina construction standards
• Manufacturer specifications for the stair system and materials
All materials used shall be new, commercial-grade, and suitable for outdoor municipal use.
6. Final Inspection and Acceptance
Upon completion of the work, the contractor shall notify the Town of Fort Mill for final inspection. The
project will be considered complete when the Town determines that all work has been performed in
accordance with the contract requirements and the stair system is safe, stable, and fully operational.

Proposals will be received by 2:00 p.m. (Eastern Time) on April 13, 2026. Any bid received after the
appointed time and date will not be opened or considered and will be returned to the bidder.

Non-Appropriation of Funds
This Agreement shall be subject to the availability and appropriation of funds by Management, and
Town Council. If the Council does not appropriate the funding needed by the Town to make payments
under this Agreement for a given fiscal year, the Town will not be obligated to pay amounts due beyond
the end of the last fiscal year for which funds were appropriated. No act or omission by the Town, which
is attributable to non-appropriation of funds, shall constitute a breach of or default under this
Agreement.
Bid Cancellation
Cancellation An Invitation for Bids, a Request for Proposals, a Request for Qualifications, or other
solicitation may be cancelled, or any or all bids or proposals may be rejected in whole or in part as may
be specified in the solicitation, when it is in the best interest of the Town. The reasons therefor shall be
made part of the contract file.

Compliance with Law
The selected consultant and its agents and employees shall be bound and comply with all federal, state,
and local laws, ordinance rules and regulations, as well as all other governing bodies having legal
jurisdiction with respect to the area where such work is performed.
Disqualification and Rejection of Quotations
Town of Fort Mill reserves the right to reject any consultant who has failed to perform satisfactorily, or
complete on time, or in a manner inconsistent with the bid documents, contract of similar nature, or to
reject the RFP of a consultant who is not able to perform such contract satisfactorily. The Town
expressly reserves the right to award the contract to the consultant that best meets the requirements as
set forth herein – which is in the best interest of the Town, and it’s need. This solicitation does not
commit the Town of Fort Mill to award a contract, to pay any cost incurred in the preparation of a
proposal, or to produce or contract for services. A respondent may not alter the RFQ or its components.
The Town of Fort Mill reserves the right to accept or reject any or all proposals received as a result of
the Request for Proposal, or to cancel it in part or in its entirety if it is in the best interest of the Town of
Fort Mill. The Town reserves the right to change the solicitation schedule or issue amendments to the
solicitation at any time. All respondents submitting qualifications agree to abide by all relevant
provisions of the South Carolina Code of Laws as they apply.
Excluded Bidders
Bids from vendors/contractors with prior poor performance; quality issues, contact conformance,
payment history, timeline compliance, or any other reason the Town deems POOR PERFORMANCE will
not be considered. Excluded Vendors/Contractors can resubmit complete company information with
references for the Town review after a minimum of one year from the last excluded bid. The Town will
contact Vendor/Contractor with its decision within 30 days of company information submittal. The Town
reserves the right to include or exclude said Vendor/Contractor based on findings.
