REQUEST FOR PROPOSALS
The City of Rock Island, Illinois, is seeking proposals from qualified licensed contractors
to design and install a new high-security automated gate on the West side of the
employee parking lot at the Police Station, located at 1212 5th Avenue, Rock Island, IL
61201. The purpose of this project is to replace the current aging West gate with a new
high-speed gate to enhance facility security, and ensure continuous operational
readiness.
Sealed bids will be accepted by the City of Rock Island at the Public Works Department
(1309 Mill Street, Rock Island, IL) until 9:00 a.m. on Wednesday, June 17th, 2026 for
the following project:
Police Station West Gate Replacement - 2026
A Mandatory pre-opening informational meeting will be held at 1:00 pm on Wednesday,
June 10th, 2026 at the Rock Island Police Station. Submission of the bid shall be
construed as evidence of understanding of the issues and resolutions determined at the
pre-opening informational meeting, and not later claims for labor or equipment required
or for difficulties encountered will NOT be approved.

The Contractor shall be responsible for complying with all local, state, and federal
regulations pertaining to this project.

All proposals submitted in response to this request shall be evaluated and selected at
the sole discretion of the City of Rock Island Evaluation Committee. The Committee
reserves the right to accept or reject any or all proposals, to waive minor irregularities,
and to choose the proposal(s) deemed most advantageous to the City, without
obligation to provide justification for its decision.

Insurance: The contractor awarded the project will be required to provide proof of
insurance, including general liability, workers' compensation, and any other coverage
deemed necessary by the City of Rock Island, prior to commencing work on the West
gate replacement.
Performance Bonds: The selected partner will be required to provide all necessary
performance bonds and maintenance bonds to guarantee their performance according
to the contract terms.
Prevailing Wage: Local prevailing wage is in effect for all services rendered in the
scope of work.

1. Project Overview
Location: Police Station, 1212 5th Avenue, Rock Island, IL 61201
Objective: Replace the existing West gate with a high-security automated gate.
Timeline: Project completion is expected within 60 days of contract award, barring unforeseen
delays.
Budget: Vendors are requested to provide detailed cost estimates, including materials, labor,
and any additional fees.
2. Scope of Work
Design and Specifications:
Provide a detailed design proposal for a new automated, high security gate for the West
employee parking lot at the Police Station.
Remove existing gates and operators.
Install new 18' opening by 8' high ornamental gate to match existing fence.
Install new sliding gate operator.
Supply and install new photo eyes and exit loop.
Move access control pedestal to new location. Reuse access control system.
Modify fence as needed to secure sides of new gate.
Submit design mockups or renderings for City approval prior to fabrication.
Materials:
Use durable, weather-resistant materials suitable for an exterior automated gate.
Removal and Installation:
Safely remove and dispose of the existing gate.
Install the new gate, ensuring proper alignment, and functionality.
Permits and Compliance:
Obtain any necessary permits required by the City of Rock Island.

Warranty and Maintenance:
Provide a minimum 2-year warranty on materials and workmanship.
Include documentation for maintenance and care of the installed gate.
3. Submission Requirements
Proposals must include the following:
Company Overview:
Brief description of the vendor's experience with similar projects, including references.
Proof of licensing, insurance, and bonding as required by the State of Illinois.
Submission Guidelines:
Each proposal should include:
A detailed description of the design, and materials.
Estimated total cost (itemized for materials, labor, and any additional fees).
Projected timeline from start to completion.
Renderings, or photos of similar past projects to illustrate the concept.
Proposals must be submitted in via sealed envelope
Contractors should include their company name, contact information, and relevant experience
with similar projects.
