SCOPE : In accordance with the provisions of Texas Government Code, Chapter 2269,Subchapter F, Construction Manager-at-Risk Method, and Rules and Proceduresadopted by the Texas Facilities Commission (TFC), TFC is requestingqualifications for a Construction Manager-at-Risk (CMR) to provide Pre-Construction and construction management services for the TexasJuvenile Justice Department Facilities located at (2) Sites to be identified byMarch 31, 2025, hereinafter described as TFC Project #24-43-2558 (the Project).This Project will be administered by TFC. This procurement will be a two-stepaward process with a two-part work requirement.
a) StepOne of the solicitation will include a submittal of company experience andqualifications focusing on projects of similar size and type. Respondents willbe evaluated on experience and qualifications, as detailed in Section V, SubmissionRequirements. Only the highest ranked 5 or fewer Respondents will beshortlisted based on this evaluation and invited to participate in interviews. Based on the interviews, the short-listedfirms may be invited to participate in Step Two.
b) StepTwo of the solicitation will include the short-listed firms participating ininterviews. The short-listed firmsparticipating in the interviews may be requested to submit pricing informationrelated to indirect construction costs as detailed in Section V, SubmissionRequirements.
COSTOF WORK : Respondents to this RFQ should consider the Cost of Work for both sites as OneHundred Fifty-three Million dollars ($153,000,000.00) to Two Hundred MillionDollars ($200,000,000.00), not including Pre-Construction Phase fees,Construction Management Fees, and General Conditions.
CONTRACTTERM : Thepreliminary/targeted cumulative Pre-Construction period is estimated to be 195calendar days, and the cumulative Construction period is 711 calendar days fora total contract term of 906 calendar days except as may be otherwise amendedor negotiated.
PROJECT DESCRIPTION : This project involves the design andconstruction of two advanced juvenile justice facilities for the Texas JuvenileJustice Department (TJJD). With a budget of $200 million, the project aims tomodernize the juvenile detention system in Texas by creating secure,rehabilitative environments for youth offenders. These facilities will bestrategically located in urban areas to enhance accessibility and communityintegration in two of the following market areas: Dallas/Fort Worth, Houston,and/or San Antonio.
AttachmentH – TJJD Project Implementation Plan provides informationabout the project that will assist respondents in better understanding therequirements and dynamics of the project and what the Texas Juvenile JusticeDepartment is seeking for these new detention facilities.
Theprimary objectives of the project include the construction of modern facilitieswith cutting-edge security and rehabilitative technologies, the creation ofspecialized care environments for youth with severe mental health issues andviolent behaviors, and the integration of the facilities within urban settingsto maintain proximity to families and provide employment opportunities forstaff.
Thefacilities will feature therapeutic spaces, including therapy rooms, counselingoffices, and group session areas to support mental health and rehabilitation.Educational facilities such as classrooms, vocational training centers, andlibraries will provide comprehensive educational opportunities and skilldevelopment for the youth. Recreational areas, both indoor and outdoor, will beincluded to encourage physical activity and social interaction. Secure yetcomfortable residential units will be designed to ensure the safety ofresidents and staff while minimizing an institutional atmosphere. Advancedsecurity infrastructure, including surveillance systems and controlled accesspoints, will maintain order and safety within the facilities. This projectrepresents a significant investment in Texas' juvenile justice system, aimingto create facilities that not only detain but also rehabilitate and educateyouth offenders.
MANDATORY PRE-SUBMITTAL TELECONFERENCES : Mandatory pre-submittal teleconferenceswill be held on Tuesday, March 25, 2025 at 10:00 AM and Wednesday, March 26,2025 at 10:00 AM. Pre-registration is required to participate in theteleconference. Respondents must havean employee of their firm attend at least one (1) of the two (2) pre-submittalconferences. TFC shall reject qualifications submitted by firms that didnot attend one of the mandatory pre-submittal conferences.
