Accepting Bids for 2026 Street Paving Project Bid Package No. 1, including a Portion of Orchard Street, a Portion of Brighton Street, and Fitzsimmons Street
The City of Newport, KY, will receive sealed bids until Monday, April 27, 2026, at 10:00 AM, local time, at which time they will be opened and read aloud in the City Building’s Multi-Purpose Room, 1st floor of 998 Monmouth Street, for street resurfacing or reconstruction. All bids must be sealed and clearly marked “202 Street Paving Project Bid Package No. 1” and shall be addressed to the City of Newport, Attention: City Clerk Tiffany Myers, 998 Monmouth Street, Newport, KY 41071.
Plans and specifications for this work are available from James W. Berling Engineering, PLLC, 1671 Park Rd., Suite One, Ft. Wright, KY 41011, at a cost of $50 per set. All bids must be accompanied by a Bid Bond in the amount of 5% of the bid. The successful bidder(s) will be required to provide a performance bond in the amount of one hundred percent (100%) of the bid. The City reserves the right to reject any and all bids and accept the lowest or best bid. The City of Newport has limited funds to undertake the work described.

The contractor must remove and replace existing concrete curb and gutter sections with 4000 psi concrete as determined in the field by the City.

The contractor must rotomill the existing various types of pavement to a depth of two inches below the existing surface from face of existing curb plate to face of opposite curb plate. All surface evidence of utilities such as manhole tops, valves, grates or other items now showing in the existing street surface must be protected and allowed to remain in their present location and elevation.

The contractor must clean around each manhole cover, valve or other item showing in the surface to a depth of two inches. When the new bituminous paving is applied, the surface of the compacted paving must match the elevation of the item shown in the surface.

If, for any reason, the existing surface elevation of the item shown in the surface must be adjusted, it shall be done at no additional cost to the City.

After rotomilling, the contractor must apply a tack coat to the exposed surface. The tack coat must be SS1h or equal (0.10 gal./s.y.).

The contractor must pave the rotomilled area with Asphalt Surface with Aramid Fiber Reinforcement (Forta-Fi, Ace Fiber, or Approved Equal) to a compacted depth of two inches.

When the contractor must end the paving or make transitions at intersections or ends of paving, there must always be an edge key cut to receive the new bituminous surface mix paving.

This reconstruction bid contains a street constructed of various types of paving. When removing the pavement, the contractor will excavate and remove the pavement and subgrade to a depth of 8 inches below the existing surface. After excavation, the contractor must notify the engineer to allow the subgrade to be inspected and tested. New full-deep concrete must be constructed with 8 inches of 4000 psi concrete in the excavated area. The surface of the new paving must match the existing surface.

General Specifications

The City reserves the right to core drill the final paving to verify the depth of the new paving in place.

Each bid must be accompanied with a five percent (5%) bid bond. The successful bidder must provide a performance bond in the amount of one hundred percent (100%) of the contract price.

One (1) original bid proposal signed by an authorized representative and one (1) copy must be submitted in a sealed envelope plainly marked “2026 Street Paving Project Bid Package No. 1” to City Clerk Tiffany Myers, City of Newport, 998 Monmouth Street, Newport, Kentucky 41071. Sealed bid proposals will be opened promptly at 10:00 AM local time on XXXXXX XX, 2026, at the City of Newport’s City Building Multi-Purpose Room, 1st floor of 998 Monmouth Street. At that time the bids will be read aloud.

Bids received after the established bid date and time will not be accepted or considered. Faxed or emailed proposals will not be accepted. The City reserves the right to reject any and all bid proposals.

The project is not subject to prevailing wages.

The contractor may bid all Items, Item No. 2 only, or Items Nos. 1 and 3 only. The City will decide which alternate bid to accept for the Orchard Street Project once bids are received. If Alternate No. 2 is chosen, separate contractors may be awarded the bids for concrete and asphalt.

Asphalt paving is being bid at a price per ton in place. Compensation will be based on actual tons of pavement installed as verified by tonnage slips.

Compensation for the asphalt paving will be subject to an asphalt adjustment provision as outlined in attached Exhibit I.

Concrete paving is being bid at a price per square yard in place. Compensation will be based on the actual square yards of pavement constructed as verified by field measurements.
