Project Description: The project consists of the furnishing, construction and installation of new Granular Activated Carbon (GAC) Adsorption/Filtration Systems at five (5) locations; Construction of Filter Buildings, Building Additions, Chlorination Equipment, Underground and Above ground Piping, Valves and Fittings, Demolition of Existing Facility Infrastructure, Various Site Improvements including Upgrade of Existing Driveway, Erosion and Sedimentation Controls and Site Restoration, including Grading, Seeding, Concrete Work, Curbing and Paving. Electrical Construction includes upgrades to existing electrical service supply and installation of circuit breakers, transfer switches, transformers, motor starters, conduit and wiring and lighting, instrumentation and SCADA system modifications and associated work. Mechanical (HVAC) Construction includes supply and installation of ceiling fans, louvers, heaters, dehumidifiers, duct work and accessories.
The project is federally funded through the Pennsylvania Infrastructure Investment Authority (PENNVEST) from the Drinking Water State Revolving Fund (DWSRF), Bipartisan Infrastructure Law (BIL) and other state and federal sources, requiring Contract compliance with the Grant.
All bids must include lump sum or unit prices to be considered for award by the Authority at their option after review of the bid amounts.
The bidders are advised that a Pre-Bid Meeting will be held for this project. It is MANDATORY that the bidders attend this meeting in order to qualify his/her bid on this project. The MANDATORY Pre-Bid Site Meeting will be held on February 4, 2025 at 10:00 AM at the Well No. 1 site located at 184 W. Broad Street, Telford, PA. Bidders shall sign a Pre-Bid Meeting attendance sheet at the meeting for verification of his/her attendance. The Owner reserves the right to reject a bidder’s bid for failure to attend this MANDATORY Pre-Bid Site Meeting. The Owner also reserves the right to limit access to the site to the time designated for the MANDATORY Pre-Bid Site Meeting and will not provide access at any other time.
Bids must be accompanied by a certified check, bank draft or bid bond issued by a surety company licensed to conduct business in the Commonwealth of Pennsylvania, in the amount of at least ten percent (10%) of the total bid price made payable to the Authority.
On projects receiving federal funds, the Davis Bacon Act applies. Workers employed under this Contract must be paid Davis-Bacon Act wage rates. Under the Davis-Bacon and Related Acts (DBRA), to which all Contracts awarded under EPA assistance agreements (Grants) in excess of $100,000 that involve the employment of mechanics or laborers require Contractors and subcontractors to comply with the overtime provisions of the Contract Wage Hours and Safety Standards Act (CWHSSA) at 40 U.S.C. 3702 and 3704, as supplemented by Department of Labor regulations in 29 CFR Part 5 and 2 CFR 200 Appendix III(E). The successful bidder shall pay no less than the wage rates determined for the project area as set forth in the Contract Documents.
The Contractor shall comply with State and Federal requirements attached to this project manual which provisions cover: Federal Labor Requirements and Standards, Affirmative Action Program requirements and goals; Federal Payroll Requirements, DBE/MBE/WBE document requirements, and Build American, Buy American requirements.
The successful bidder for each Contract will be required to furnish separate bonds with corporate surety issued by companies authorized to do business in the Commonwealth of Pennsylvania on the prescribed forms dated the date of the Contract, or separate Federal or Commonwealth chartered lending institution irrevocable letters of credit in a form accepted and approved by the Authority, or separate restrictive or escrow accounts with such lending institutions pursuant to an escrow agreement accepted and approved by the Authority, each equal to one hundred percent (100%) of the contract amount, to secure (a) the faithful performance and maintenance of the Contract; and (b) the prompt payment of materials and labor
