1. General Information
The City of Gallatin, Tennessee is soliciting sealed bids from qualified vendors to provide
NFPA 1900 compliant Pump Testing Services for the Gallatin Fire Department. Testing shall
be conducted annually or as needed, at a mutually agreed upon time and location.

2. Instructions to Bidders
2.1Bid Submission Format
The City discourages lengthy and costly bid proposals. Bids should be prepared simply
and economically and provide straightforward, concise answers to the questions within
the bid document. Information contained within a bid response shall be prepared on
8.5" x 11" paper. All responses, as well as any reference materials provided, must be
written in English. Bid proposal pages shall be numbered.
Bids shall be submitted no later than September 17, 2026 at 2:00 pm (Central Time), in a
sealed envelope clearly marked:

All questions regarding this bid solicitation must be submitted in writing, via email.
Bidders shall only contact the authorized person and are not to contact Gallatin Fire
Department or other City personnel directly regarding this solicitation; doing so may be
grounds for disqualification.
3. Cooperative Purchasing Clause - TCA 12-3-1205
TCA 12-3-1205 authorizes any local government to participate in, sponsor, conduct or
administer a cooperative purchasing agreement for the procurement of any supplies,
services, or construction. It is understood and agreed that any other governmental entity or
private/public fire department within Sumner County, Tennessee may purchase products
and/or services, at any time, under the same modular structure, pricing, terms, and
conditions established through this invitation to bid. Each participating entity will be
invoiced separately and is responsible for payment of services according to their financial
procedures following the terms and conditions set forth within this bid.
4. Scope of Work: Functional Requirements
4.1All pump testing must meet current NFPA standards with respective test documentation
provided to each participating agency.
4.2Pumping Apparatus Inventory - Gallatin Fire Department
2024 Pierce (Engine 14) - 1,500 GPM pump
2023 Pierce (Engine 13) - 1,500 GPM pump
2022 Pierce (Truck 11) - 2,000 GPM pump
2021 Pierce (Engine 11) - 1,750 GPM pump
2019 Sutphen (Engine 15) - 1,500 GPM pump
2014 Sutphen (Engine 12) - 2,000 GPM pump
2005 Pierce (Engine 17) - 1,500 GPM pump
2005 Pierce (Engine 18) - 1,500 GPM pump
2005 Pierce (Engine 19) - 1,500 GPM pump

It is expected that other municipalities and public/private fire departments will utilize
the services requested with this bid. The following entities have expressed their desire
to participate:
Highland Volunteer Fire Department
Millersville Fire Department
Number One Volunteer Fire Department
Southeast Volunteer Fire Department
Westmoreland Fire Department
Hendersonville Fire Department
Cottontown Volunteer Fire Department
5. Contract Award, Term, Renewal & Pricing Terms
All bidders must complete and submit the attached Bid Response Form with their bid
package. The City of Gallatin will select one (1) vendor to provide the services requested
within this bid document.
5.1Initial Term and Renewal
The initial term of the resulting contract shall be for twelve (12) months, commencing on
the effective date of the contract. Thereafter, the contract may be renewed annually
and may be extended by the City for a period of one (1) year, up to a total of three (3)
years, upon mutual written agreement of the parties.
5.2Termination
The City may terminate the resulting contract, in whole or in part, for convenience upon
thirty (30) days' written notice, or immediately for cause in the event of vendor default.
6. Evaluation Criteria & Award
Award will be made to the lowest responsive and responsible bidder per the Tennessee
Municipal Purchasing Act of 1983. The City reserves the right to evaluate bids based on:

Total Cost
Vendor Experience and References
Quality of Service
Quality of Products
The City reserves the right to reject any or all bids and to waive minor informalities.
7. Insurance Requirements

Invitation to Bid
The selected vendor must provide a Certificate of Insurance naming the City of Gallatin and
other participating municipalities as additional insureds. Any exclusions must be clearly
listed. The certificate must include coverage for:
General Liability. Each policy must be a minimum of $1,000,000.00 per occurrence
(combined single limit for bodily injury and property damage claims) or
$1,000,000.00 per occurrence for bodily injury and $100,000 per occurrence for
property damage. Liability coverage shall be provided on an "occurrence" not
"claims" basis.
Workers' Compensation insurance in compliance with TCA 50-6-101 et seq., which
requires subject employers to provide Tennessee Workers' Compensation coverage
for all their subject workers.
Automobile liability insurance with a combined single limit, or the equivalent, of not
less than $1,000,000.00 for each accident for Bodily Injury and Property Damage,
including coverage for owned, hired or non-owned vehicles, as appliable.
8. Required Submittals
Bidders shall submit the following as part of a complete, responsive bid:

References. Minimum of three, of which two must be fire departments located within
the State of Tennessee.
Written Certification of Bidder's Compliance
Each bid submittal shall include written certification and assurance for compliance with:
o State of Tennessee laws
o Title VI of the Federal Civil Rights Act of 1964
o The Iran Divestment Act of 2016, TCA 12-12-106
o The Non-Boycott of Israel Act, TCA 12-4-127
o The condition that the submitted bid was independently arrived at,
without collusion and,
o The condition that no amount shall be, or has been paid, directly or
indirectly to an employee or official of the City of Gallatin as wages,
compensation, or gifts in exchange for acting as an officer, agent,
employee, subcontractor, or consultant to the Bidder in connection
with this bid solicitation.
