Grand Places 2050 (GP2050) began as a planning effort for Grand County in 2019 to address the increased recreational pressures within Grand County, Colorado. The following purpose statement was adopted by GP2050 in March 2022: “Grand PLACES 2050 is a coalition of local government entities, nonprofit groups, state and federal land managers, and businesses. We focus on Grand County’s PLACES - people, land, access, conservation, ecosystems, and sustainability. Grand PLACES 2050 collaborates to protect and conserve natural and cultural resources while providing equitable access and a quality outdoor recreation experience for current and future generations.”

Grand County, local municipalities, private businesses, non-profits, and state and federal land managers partnered to create a plan of action for sustainable recreation and tourism in the county.  The goal was to create stewards of lands, water, and wildlife by having people familiar with best practices as they are recreating. Since that time, GP2050 partners have worked on a collaborative Stewardship Ambassador Program and a Stand Grand Stewardship Campaign to provide education and outreach to visitors engaging with public lands in Grand County. Building on these efforts, GP2050 wants to continue to strategically plan additional collaborative programs and projects to promote sustainable outdoor recreation in Grand County.

The Grand Foundation, as fiscal agent to GP2050, is releasing this RFP with the goal of hiring a consultant to create a Strategic Action Plan (Plan) for the group that helps advance natural resource management and outdoor recreation planning in Grand County, Colorado. This final Plan will be used for short-, medium-, and long-term planning and programming.  The Plan will be to be a living document that can be updated as conditions and priorities change. GP2050 will revisit this plan regularly.  Future contracts may be pursued to provide Plan updates. This Plan will incorporate existing federal land use plans and local planning efforts that have been undertaken in the community to address the increasing demand for recreational opportunities.  Components of this Plan will likely set the framework for future planning efforts, such as the Arapaho and Roosevelt National Forest Plan revision.

Scope of Services:

Respondents should include a scope of work for the items listed below.  Respondents should include a timeline for the project, with the goal of completing the Strategic Action Plan before year end 2025, if feasible.

Proposals should be submitted via email to info@grandfoundation.com by 5 pm on Saturday April 5th, 2025.
The Grand Foundation reserves the right to determine the Respondent whose submission provides the best solution for the proposed project. The Respondent will need to enter into a contract for this project. No proposal shall constitute business terms of any eventual agreement except as expressly agreed by the Grand Foundation.
The Grand Foundation reserves the right to negotiate with the selected consultant for future work on this project and reserves the right to alter any of the information contained in this request.
The Grand Foundation reserves the right to reject all proposals with or without cause and waive any irregularity, information or technicality in the proposals in the Grand Foundation’s best interest and is not obligated to award a contract based upon the lowest priced submission. All decisions related to this solicitation by the Grand Foundation will be final. This solicitation in no way obliges the Grand Foundation to award a contract.
The Grand Foundation reserves the right to request clarification of information submitted and to request additional information from one or more Respondents. If terms cannot be mutually agreed upon, the Grand Foudnation reserves the right to enter into negotiations with one of the other qualified Respondents or individuals.
Expenses incurred in the preparation of submittals, presentations, and other incidental activities related to this solicitation, are solely the responsibility of the Respondent. The Grand Foundation assumes no responsibility or liability for costs incurred by those responding to this RFP or in responding to any further requests for interviews, additional data, etc.
All data, documents, and other information provided to the Grand Foundation by the Respondent in response to this RFP shall become the Grand Foundation’s property. The Grand Foundation will own all deliverables and work products prepared in connection with this project.

By submitting a proposal, each Respondent agrees to release and hold harmless the Grand Foundation from any claims arising from the release of proprietary information not clearly designated as such by the Respondent, where the Grand Foundation has notified the Respondent of a request and form the release of the document not protected from disclosure.
