Description: NOTICE TO BIDDERS Sealed Proposals, invited by the County of Nassau, will be received by the County Executive of Nassau County, in the office of the Clerk of the Nassau County Legislature, Room 117, in the Theodore Roosevelt Executive and Legislative Building, 1550 Franklin Avenue, Mineola, New York, on Tuesday, November 19, 2024 until 10:30 am, at which time the Proposals were accompanied with and presented separate from the required Bid Security will be publicly opened and read aloud, in the Meeting Room of the Nassau County Legislature, and the contract awarded as soon thereafter as practicable for: Nassau County Priority Resurfacing of Various Roads – Phase 15 Contract No. H61587-PR15 The proposed roadways to be resurfaced under this contract, may include but not be limited to the following: Atlantic Avenue from Parsonage Canal Bridge to Milburn Creek Bridge, Bob Reed Lane from Salisbury Park Dr to Carman Ave, City Avenue from McCord Ave to Merrick Ave, Corona Avenue from Dutch Broadway to Franklin Ave, Grand Avenue from North Columbus Ave to Babylon Tpke, Green Acres Road East from Sidney Pl to Sunrise Hwy (NY27), Greenwich Street from approx. 225 ft. n/o Martin Ave to Front St, Henry Street from Smith St to Merrick Rd, Henry Street from Greenwich St to Totten St, Long Beach Road from Dietz St to Windsor Pkwy, Main Street from Atlantic Ave to Dock St, Milburn Avenue from Merrick Rd to Sunrise Hwy (NY27), Mill Road from South Main St to East Merrick Rd, North Brookside Avenue from LIRR to West Seaman Ave, North Columbus Avenue from Broadway to Grand Ave, Ocean Avenue from Dock St to Atlantic Ave, Ocean Avenue from Sunrise Hwy (NY27) to LIRR, Ocean Avenue from Madison St to Peninsula Blvd, Park Place from Rockaway Ave to South Park Ave, Rosedale Road / Brookfield Road from NYC line to Mill Rd, Salisbury Park Drive from Carman Avenue to Newbridge Rd (NY106), Sidney Place from Green Acres Rd E to Mill Rd, South Brookside Avenue from West Merrick Rd to West Sunrise Hwy (NY27), St. Lukes Place from Seaman Ave to Grand Ave, Sycamore Avenue from Peninsula Blvd to West Graham Ave, Westminster Road from Hempstead Ave to Hempstead Tpk (NY24), West Graham Avenue from Peninsula Blvd to South Franklin St, William Street from Jerusalem Ave to Front St. The work includes labor, materials, tools, equipment. and incidentals as specified for the resurfacing of asphalt and/or concrete surfaces and other related work at various locations in Nassau County. Your bid shall be based upon a Notice to Proceed to be issued in the 2nd Quarter of 2025. All questions regarding this contract shall be submitted via email prior to 4:00 pm on Monday, October 28, 2024, to Daniel Wong at dwong@nassaucountyny.gov . No interpretation of the meaning of the Drawings, Specifications or other Contract Documents will be made to any Bidder orally. Prospective bidders must request in writing such interpretation from the Commissioner and such interpretation will be given in writing in the form of written addenda, to all prospective bidders, in accordance with the Instructions to Bidders, Item G. This Contract will be subject to Nassau County Local Laws No. 14-2002, “Participation by Minority Group Members and Women in Nassau County Contracts,” which requires submission of a Utilization plan prior to the award of a County contract, No. 2-2016, “Participation of Service-Disabled Veterans in County Contracts,” and No. 9-2002, as amended by No. 3-2015, which require that firms entering into contracts with Nassau County must participate in registered and approved apprenticeship training programs unless such requirement are supplanted by requirements specified in the bidding instructions. At the time of bid submission, the Contractor shall submit, as part of its bid, documents in compliance with Title 51 of the Nassau County Miscellaneous Laws demonstrating participation in approved apprenticeship training programs that are appropriate for the type and scope of work to be performed pursuant to the Contract. Such apprenticeship training programs appropriate for the scope of this Contract shall include, but are not limited to the following: Laborers, Electricians, Operating Engineers, or any other trade appropriate for the type of work proposed. The apprenticeship training programs shall be registered with, and approved by, the New York State Commissioner of Labor in accordance with Article 23 of the New York State Labor Law. Note that if the Contractor does not comply with these requirements, the Commissioner may declare the Contractor's bid proposal non-responsive and award the Contract to the next lowest responsible Bidder. In order to submit a bid, a non-refundable fee of $300.00 by check or money order, payable to the Nassau County Treasurer, will be required for each set of Bid Contract Documents purchased from the Permit Office. Prospective bidders requesting Contract Documents by mail must remit an additional, non- refundable, fee of $30.00 per set to cover handling and first-class mailing. ONLY BID CONTRACT DOCUMENTS PURCHASED FROM THE PERMIT OFFICE IN THIS MANNER WILL BE ACCEPTED/CONSIDERED . SUBCONTRACTOR LISTS - In accordance with GML § 101, for projects (1) to which a project labor agreement applies, (Labor Law Section 222) and, additionally, (2) on a public work contract for which separate specifications have not been prepared, each Bidder shall submit with its bid a separate sealed list on the forms provided with the proposal forms that names each subcontractor (for the enumerated work, if applicable) that the Bidder intends to use to perform work on the contract. Notwithstanding the forgoing, all subcontractors must be approved by the Commissioner in writing prior to such subcontractor’s performance of any work. MWBE UTILIZATION PLAN – In accordance with Title 53, Nassau County Local Law No.14-2002, all bidders shall submit a MWBE Utilization Plan with their bid.
