Description: NOTICE TO BIDDERS Sealed Proposals, invited by the County of Nassau, will be received by the County Executive of Nassau County, in the office of the Clerk of the Nassau County Legislature, Room 117, in the Theodore Roosevelt Executive and Legislative Building, 1550 Franklin Avenue, Mineola, New York, on Tuesday, November 19, 2024 until 10:30 am, at which time the Proposals were accompanied with and presented separate from the required Bid Security will be publicly opened and read aloud, in the Meeting Room of the Nassau County Legislature, and the contract awarded as soon thereafter as practicable for: Job Order Contracting Services – Category 2 General Facilities Nassau County, New York CONTRACT NO. B90400-CAT2 The Work will be set forth in the Detailed Scope of Work for individual Job Orders. The Contractor is required to complete each Detailed Scope of Work for the Job Order Price within the Job Order Completion Time. The Contractor will be required to perform Work at any site or facility under the jurisdiction of the County. The Projects under this Contract shall be administered under a Project Labor Agreement. All questions regarding this contract shall be submitted via email prior to 4:00 pm on Friday, October 25, 2024 to Robert Labaw at Rlabaw@nassaucountyny.gov. No interpretation of the meaning of the Contract Documents will be made to any Bidder orally. Prospective bidders must request in writing such interpretation from the Commissioner and such interpretation will be given in writing in the form of written addenda, to all prospective bidders, in accordance with the Instructions to Bidders, Item G. A pre-bid conference will be conducted for this bid. See details below. Attendance is strongly recommended as the purpose of the pre-bid conference is to discuss the JOC procurement system, the Contract Documents, and answer questions about JOC from the contractor’s perspective. Pre-bid Conference Date/Time: Thursday, October 17, 2024, 9:00 am, local time Location: Nassau County Dept. of Public Works 1194 Prospect Avenue Multi-Purpose Room 103A&B, 1 st Floor Westbury, New York 11590 This Contract will be subject to Nassau County Local Laws No. 14-2002, “Participation by Minority Group Members and Women in Nassau County Contracts,” which requires submission of a Utilization plan prior to the award of a County contract, No. 2-2016, “Participation of Service-Disabled Veterans in County Contracts,” and No. 9-2002, as amended by No. 3-2015, which require that firms entering into contracts with Nassau County must participate in registered and approved apprenticeship training programs unless such requirement are supplanted by requirements specified in the bidding instructions. With each Job Order Proposal prior to a Job Order being issued, the Contractor shall submit documents in compliance with Title 51 of the Nassau County Miscellaneous Laws demonstrating participation in approved apprenticeship training programs that are appropriate for the type and scope of work to be performed pursuant to the Contract. Such apprenticeship training programs appropriate for the scope of this Contract shall include, but are not limited to the following: Laborers, Operating Engineers, Asbestos workers, Sheet metal workers, Painters, Electricians, or any other trade appropriate for the type of work proposed. The apprenticeship training programs shall be registered with, and approved by, the New York State Commissioner of Labor in accordance with Article 23 of the New York State Labor Law. Note that if the Contractor does not comply with these requirements, the Commissioner may declare the Contractor's bid proposal non-responsive and award the Contract to the next lowest responsible Bidder. Prospective bidders requesting Contract Documents by mail must remit an additional, non- refundable, fee of $30.00 per set to cover handling and first-class mailing. ONLY BID CONTRACT DOCUMENTS PURCHASED FROM THE PERMIT OFFICE IN THIS MANNER WILL BE ACCEPTED/CONSIDERED . Bids shall be based upon a Contract executed in the 1 st quarter of 2025 . Your bid shall be based upon current wage rates and material costs in effect at the time of bid. During the performance of the work, the Contractor must pay the most current wage rates in effect at the time the work takes place. SUBCONTRACTOR LISTS - In accordance with GML § 101, for projects (1) to which a project labor agreement applies, (Labor Law Section 222) and, additionally, (2) on a public work contract for which separate specifications have not been prepared, the successful Bidder shall submit with its Job Order Proposal a separate list on the forms provided with the proposal forms that names each subcontractor (for the enumerated work, if applicable) that the successful Bidder intends to use to perform work on the Job Order. Notwithstanding the forgoing, all subcontractors must be approved by the Commissioner in writing prior to such subcontractor’s performance of any work. MWBE UTILIZATION PLAN – In accordance with Title 53, Nassau County Local Law No.14-2002, all bidders shall submit a MWBE Utilization Plan with each Job Order Proposal. Security for Bid as set forth herein must be presented with the Bid. “FAILURE TO PROVIDE THE REQUIRED SECURITY WILL RENDER THE BIDDER NON- RESPONSIVE AND THE BID WILL NOT BE ACCEPTED, OPENED OR READ ALOUD.
