Hunting and Trapping Regulations Guides

New York State Environmental Conservation Law Section 11-0323 requires that the Department of Environmental Conservation (Department) develop a syllabus of wildlife laws/regulations in sufficient quantity to cover every hunter and trapper buying a New York State sporting license in either printed or electronic format. The Department requires a contractor to provide all services associated with the development, layout, editing, printing , and shipping of the guides ; the sale and preparation of advertising ; and production of an in ter active electronic version of the guides.

The Contractor will be responsible for all aspects of the design, production, editing, printing, packaging , and shipping of the New York State Hunting/Trapping guides. The Contractor will also be responsible for the marketing of the guide to prospective advertisers and the selling/contracting of advertising, as well as the production of the actual advertisements. The Contractor will be r equired to provide high-quality, full-color regulations guides that will repr esent the Department favorably, provide useful information to the public, and attract advertisers. The Contractor will also produce and main tain an online version of the guide, which will be kept updated with any critical season change information throughout the license year. This e-version will be linked through the Department’s public website.

Pursuant to the State Finance Law Sections 139-j and 139-k, this RFP includes and imposes certain restrictions on communications between a Governmental Entity and a Potential Proposer during the procurement process.
